00:04DICT launched Protecta Pilipinas.

00:12This holiday season, when spending is increasing,

00:16the public is reminded to be extra careful against scammers,

00:20especially when it comes to digital transactions such as online banking or ePay Wallet.

00:25The common denominator, I think, is the new rule that we should learn.

00:29As long as there's a link in your text message, it's a scam.

00:34The CICC has said several times that there are prohibitions,

00:39the NTC, against including links in SMS.

00:43So, obviously, this means that if there's a link in the SMS, it's a scammer.

00:49This is especially true when scammers have the capability

00:52to pretend to be a legitimate financial institution

00:54by texting a message to a user's inbox.

00:58This is possible using the International Mobile Subscriber Identity Catcher or IMSI Catcher,

01:04which is a device that can be used as a fake cell tower.

01:07So, it's important to remember not to click the link to avoid being victimized.

01:12In addition, in order to counter scammers,

01:15DICT's Cybercrime Investigation and Coordinating Center,

01:19the private sector as a whole, launched Protecta Pilipinas.

01:23This is an initiative to protect the public from cyber threats,

01:27which includes various stakeholders such as telco companies,

01:31financial technology entities, and others.

01:33A large part of its goal is to carry out a wide-ranging information campaign.

01:39We have to safeguard technology, and at the same time,

01:42ensure that technology works for us, for the people.

01:47While it is liable to misuse, definitely we have to get our acts together

01:53so that the misuse is countered and the benefits of the technology

02:00are really availed of by the public.

02:05And as for the current situation,

02:07DICC gave a warning that it is important to have the necessary technology.

02:11According to him, if there is an IMSI Catcher in the current situation,

02:14he believes that technology is about to be created to counter it.

02:18This is also included in the training of their personnel.

02:23Protecta Pilipinas will be using FinTech.

02:25Protecta Pilipinas FinTech will be using the venue,

02:33There's a website there, there's an email, there's a hotline,

02:36and then that's where the victims can escalate their concern.

02:41They can also go direct to other government agencies

02:44that have their own respective hotlines.

02:46And yes, the media also plays a big role

02:49in spreading the necessary information for the public's knowledge.
