00:21The roadshow caravan has already started for those who will use automated vote counting machines.
00:28Where were the first demonstrations of these ACMs held?
00:33In all the municipalities, towns, and all the cities and districts of our country,
00:40our automated counting machine roadshow demonstrations were held yesterday.
00:45Aside from some places, here in Bicol and Visayas, where they experienced flooding.
00:52But in all the provinces of the Philippines, the roadshows were held simultaneously since yesterday.
01:00Some of them were held here in COMELEC through Zoom, where we can see, like here in Manila High School,
01:08our roadshow demonstrations were held simultaneously.
01:12Director, what is the initial assessment of COMELEC on the kickoff of the roadshow caravan of COMELEC,
01:18especially on the demonstration of the machines that will be used in the next election?
01:23I am pleased with Usec March's impression of our fellow countrymen who tried.
01:27Because what they are saying is easy, transparent, they can see their vote.
01:34There is no doubt that they counted and counted their votes.
01:37Moreover, they were pleased because on the big screen of the machines,
01:42they were able to see themselves, their vote.
01:47And they were sure that there is no doubt that their vote was counted correctly.
01:54What are the details here on one of the malfunctioned ACMs during the demonstration in Mindanao?

02:07Because COMELEC's intention is to simulate the events of the election,
02:13we expect that there will be malfunctions, like here in Mindanao, where the screen did not open.
02:20The good thing here is that COMELEC is ready.
02:22We have a contingency machine that we immediately replaced.
02:27Our ACM demonstration was continued.
02:30We also had the training of technical people,
02:34where the technicians will immediately diagnose the machine.
02:39If it can be fixed on-site, it will be done.
02:41If it will take longer and there will be a delay, the contingency machine will be replaced.
02:47Director, we also asked for an update on the delivery of automated counting machines.
02:52Is the arrival of these machines on time?
02:54And how many ACMs will be used in the election?
03:00Ma'am Marge and Ma'am Nina, I am happy because supposedly, the delivery of 110,620 ACMs will be completed this December.
03:13But on November 27, our milestones were delivered one month ahead.
03:20MIRU already delivered 110,620 ACMs.
03:25And there is more.
03:26Because what we are looking at here is that all of these machines need to pass the hardware acceptance test and laboratory test.
03:35The total number of machines we will use in the election will reach 104,600.
03:41The remaining amount will be used as a contingency machine.
03:46Like what we mentioned earlier, if there is a slight delay, we will immediately replace the new machines.
03:53Director, will the trials and demonstrations of the ACMs be followed?
03:59And how can we ensure that there will be no delay on the day of the election for these machines?
04:09This is included, aside from the start of our demonstration in July.
04:14This nationwide roadshow is just one of the things that COMELEC will do to ensure that the election will be proper.
04:20As you can see, we are simulating the conditions in the places where we will hold the demonstrations.
04:29We are also looking at the movement and movement of our countrymen.
04:34Will they have a hard time? Will the line be long?
04:37We are also conducting time and motion studies so that we can improve it, so that the result will be a better voting experience.
04:44We are also preparing our contingency machines.
04:47With the help of the Commission on Higher Education,
04:50we are training the right number of technicians who will be deployed in different parts of the country.
04:56In fact, we have technicians in every school and every voting center.
05:01Aside from this, if all the machines that will have ACMs need to be brought to the warehouse of COMELEC in Laguna,
05:08we will not do that anymore.
05:10COMELEC will establish 110 technical and repair hubs.
05:15Practically, 82 will be covered, including the other islands.
05:20For now, the machines that have ACMs replaced with contingency machines will be done immediately
05:26and there will be a spare contingency machine in case there will be a breakdown.
05:31We are also ensuring that we have a field test that we conducted last week.
05:39We will also conduct mock elections.
05:42This will be near the end of December.
05:44With the help of current members of electoral boards,
05:48and with the request of participation of real voters,
05:52we can see the general conduct of automated elections in different parts of the country.
05:58Sir, in other talks, flying voters are using the Barangay Resident Certificate to transfer their voter registration to other places.
06:10What did COMELEC discover about this?
06:13Music March.
06:14Ma'am Nina, this is what COMELEC discovered.
06:16There are some places where our countrymen who cannot show their government issued ID,
06:24according to the regulation, according to the law, they used the Barangay Certification as a proof of identification.
06:31This is what was seen as a hole in some of the bad guys who issued the Barangay Certification
06:39to the point that the number of applicants in particular places,
06:45like in one part of Cagayan de Oro City,
06:48currently have filed a petition for disqualification.
06:52It was there that the Barangay Chairperson issued that number of Barangay Certifications
06:58and was a candidate as a member of the House of Representatives.
07:02COMELEC also set up a special task force to investigate these things,
07:07where all reports from our countrymen,
07:11from the people of COMELEC, that there was a sudden and unusual explosion.
07:16If we can see that the reason was the Barangay Certification,
07:20COMELEC is investigating this.
07:23This could lead to two things.
07:26Either the disqualification of those who issued the Barangay Certification
07:32and that's not the end of it.
07:34We could file a criminal case or the so-called election offense,
07:38where in the violation of Republic Act 8189,
07:41there is a prison term of one to six years for the removal of the right to vote
07:46and perpetual disqualification to hold public office.
07:49COMELEC is also studying how to remove from the list those who are not qualified
07:55and used unauthorized Barangay Certifications.
07:59Under our law, there could be a petition for exclusion, but this can only be done in court.
08:05We will update you on other places where COMELEC is investigating
08:10the same situation as in Cagayan de Oro.

08:18How is the investigation of COMELEC on those who mass-transferred in Makati?
08:25Can the barangay official who issued the Barangay Certificates be prosecuted?
08:31Like the case we mentioned in Cagayan de Oro,
08:35we expect that once the special task force has enough evidence,
08:42we will also proceed with a case on the petition for disqualification.
08:48Second, the possible filing of a criminal case, the election offense.
08:52This is the situation we are seeing in those places.
08:55We are also seeing the same scheme that was done by the barangay checkpersons who abused.

09:19For now, the formal filing of the petition for disqualification is just one.

09:32we are also being watched in Hilagang, Luzon, Mindanao and Visayas.
09:38COMELEC will not stop because the special task force was created to investigate these matters,
