Bicam hikes DOST budget

Sen. Juan Miguel Zubiri tells media in a chance interview in Cagayan de Oro City that the budget of the Department of Science and Technology has been given an increase in the bicameral conference committee, from P26.9 billion to around P29 billion, with the bulk of the budget going to the Philippine Atmospheric Geophysical Astronomical Services Administration (Pagasa) to improve its weather forecasting capabilities. Zubiri was in town for the closing plenary of the Philippine Textile Industry Summit, a key event of the 2024 National Science, Technology, and Innovation week.

00:00Can you explain the additional 5,000,000 pesos that you added to the U.S. Department of State?
00:05And moreover, what happened to my house? Why did we have an adjustment in the budget of the U.S. Department of State?
00:30The heart is the heart of every nation. The soul is arts and culture. Science and technology, research and development, that is the heart of a country.
00:39So that's why we had to add the budget. Thankfully, Senator Grace accepted it.
00:47Hopefully, that's why we arrived in New York yesterday, because we're by camp until next week.
00:52So I have to go back. We came back to monitor the budget because, you know, in by camp, sometimes the amendments we put are lost.
01:00We have to make sure we protect the amendments of the D.O.C. so that across the board, all of their bureaus, all of their agencies, we can give additional budget.
01:11I don't want to be asked this. Of course, the issue up in by camp yesterday was you.
01:20You were asked if you should give the house to APAP or you should give it to the D.O.C.
01:25So, sir, how was the discussions with APAP?
01:29Well, actually, on that level, Senate President Chisa Escudero and Ma'am Grace, the chairperson of the committee,
01:36and I think the speaker was there yesterday, and of course, Chairman Zaldico.
01:43So that's their level. It's hard to comment at this point in time.
01:47What's important is the scarce government resources. We need to use them efficiently and effectively as possible.
01:55When I say efficiently and effectively, the programs like the D.O.C. that have long-term solutions and problem-solving that can help our countrymen on the side of science and technology.
02:07So, I support our Senate President and our chairperson on what their direction is.
02:13But I won't be able to answer on their behalf because at that point, they're already at the level for discussions.
