00:00Let's go back to the case of Mary Jane Veloso, the fight to save Veloso from the death sentence was reached by three administrations.

00:10Let's go back to the repeated appeals of the Philippines to Indonesia and how the two countries came to an agreement after 14 years of J.P. Soriano's rule.

00:2414 years and three administrations. For that long, the Philippines fought against our countrywoman Mary Jane Veloso, who was sentenced to death in Indonesia for illegal drugs.

00:40Mary Jane's recruiter promised to work in Indonesia when she flew to Indonesia in April 2010.

00:47But according to her information, the Philippine recruiters who asked her to work in Indonesia were lying to her.

00:53She had more than 2 kilos of heroin when she arrived at Yogyakarta Airport.

00:59Six months after that, she was found guilty in the drug trafficking case of Veloso, who was sentenced to death.

01:07We were afraid. When she was brought to jail, we were afraid because the recruiter was afraid of us.

01:15They said that we are an international syndicate. They said that we might kill each other or our children in Indonesia.

01:25After many appeals, in April 2015, Veloso was counted among the 10 convicts sent by Indonesia.

01:34But this did not continue. After Noe Noe Aquino called the Indonesian Foreign Ministry,

01:40following the police action of Veloso's recruiter, Christina Serio,

01:45Aquino said that Veloso will become a state witness against the syndicate that recruited her.

01:52Let the Indonesian government undertake the implementation of the death sentence on our countrywoman Mary Jane Veloso.

02:05Under the administration of the former President Rodrigo Duterte,

02:08the Philippines' position was to do what was in accordance with the law of Indonesia.

02:16He said, follow your own laws. I will not interfere.

02:20Indonesia allowed Veloso to give a testimony against Serio and his other recruiter, Julius Lakinilaw.

02:29Until September 2022, when President Bongbong Marcos sat down,

02:34Veloso's family again appealed to Widodo for an executive clemency.

02:40But Widodo's term was over when Mary Jane's case was not resolved.

02:46When the new Indonesian President, Prabowo Sobyanto took office,

02:51it seemed that the air was changing.

02:54Prabowo personally went to the Philippines to personally visit Marcos in September before his inauguration.

03:03And during his visit as the President of October,

03:06along with the visits of President Marcos,

03:09the DFA said that Indonesia also has a new law to be implemented.

03:15Indonesia is formulating a policy of transfer of foreign persons to their host countries.

03:26Indonesia itself has a law which will take effect in 2026

03:32about what in effect would be, if not necessarily the abolition of the death penalty,

03:44but some sort of informal non-implementation of the death penalty.

03:50The new administration of President Prabowo wants to open a new chapter in its relations with foreign countries,

03:56including the Philippines.

03:57In the agreement to allow Mary Jane to return,

04:00the DFA insisted that there is no alternative that Indonesia asked for in the Philippines.

04:06The Indonesians have not requested any payback, any quid pro quo for this.
