00:00What is happening there is a very, very sensitive development.
00:07As one who has been in public administration for the last 50 years,
00:13I know very well that we should face such situations with equanimity
00:18and also we should not contribute in word or deed anything which will further worsen the situation.
00:28I am doing my duty within the confines of this observation.
00:34I have already asked for information from the government on what the government is doing
00:40and also I am getting information from the intelligence agencies.
00:44I am also open to suggestions from the public.
00:47Here in this room I have been getting a lot of representations from various people.
00:53We take all these things seriously.
00:55There are certain codes of conduct which the administrators also have to observe in such situations.
01:02Therefore, I don't want to give the details of the actions taken by me.
01:08I am watching within the constitution, within the norms that are prescribed in the government of India
01:14and also anywhere in the country under federalism to deal with such sensitive issues.
01:20Sir, similarly in terms of law and order, there are so many situations happening,
01:26attempt to murder in open daylight or to murder, so many things are happening.
01:31Any initiative from your part?
01:39In almost every instance of violence that is taking place in any part of the country,
01:47instantly is brought to my notice.
01:51Now since the program like this room is there, people feel confident to take the phone and inform us,
01:58send the emails, people come here and meet me.
02:01I am aware of what is happening there and certainly whatever is possible is being taken.
02:06See, this happens initially going to the field, especially where violence is there,
02:13especially where the threat of violence is there.
02:16That has started during the last one generation.
02:19I have gone to hundreds of places where violence took place.
02:22After the violence, I used to go to the hospitals where victims are there.
02:26I came to the houses if there was a casualty.
02:29So I am in touch with the field, I know.
02:31I am open for suggestions by the public.
02:34Now they consider the governor's office as a place where they can confidently come up with complaints.
02:41As far as complaints are concerned, I try to take action within the constitutional area.
02:47As you know, the governor is a subject within the state government.
02:51I try to bring it to notice of the state government and also advice and attempts are punished in such matters.
02:57As you know, the potent weapon, the tool in the hands of any governor is Article 167 of the Constitution
03:05under which the Chief Minister is mandated to provide information to the governor on any aspect of administration
03:12or disarm used as and when required in the appropriate manner.
03:16During the last two years, when I was here as a governor, media has really shown me the way
03:27and also guided me through difficult times.
03:33I thank you very much for holding a mirror before me to see in that my own reflection,
03:39distorted or otherwise.
03:41And now that I am entering in the third year of my governor's career,
03:47I stand committed to continue my efforts for the welfare of the people of Bengal,
03:54upholding the constitution of India,
03:57and functioning very much within the limit of the scope of government.
