The on-time performance (OTP) performance of national carrier Malaysia Airlines Bhd (MAB) has improved to more than 80 per cent in October 2024, said Datuk Hasbi Habibollah.

The Deputy Transport Minister told the Dewan Rakyat on Monday (Nov 11) that the improvement follows MAB’s announcement in August to scale back its flight network.

Additionally, he said MAB has developed a mitigation plan to address improvements identified in the recent Civil Aviation Authority of Malaysia (CAAM) investigation.

00:00Mr. Speaker, the Ministry of Transportation is concerned and considers the serious aspects of safety and safety precautions
00:07in ensuring the growth of the aviation industry with measures against the safety standards that have been established.
00:15One of the strategies to restore the confidence of passengers to Malaysia Airlines
00:22is based on the results of the on-time performance report,
00:26Suruhanjaya Penerbangan Malaysia, MEFCOM.
00:30In April this year, the Ministry of Transportation and MEFCOM have set an OTP target of 85%.
00:36And 80% of flights comply with the schedule at all times for Malaysian airlines
00:43operating from international airports, Kuala Lumpur Terminal 1 and 2.
00:49And in terms of encompassing international airlines as well as other domestic airlines
00:57other than KLIA.
00:59The decision on the performance of the airlines was published on the MEFCOM website.
01:04MEFCOM proposes to expand the publication of the performance of airlines
01:09to encompass the release of flights from other airlines in Malaysia as well.
01:14Since the announcement of the MEFCOM to reduce their number of flights at the end of August,
01:21the measures taken have shown positive results against their OTP.
01:29The MEFCOM OTP has increased from 58.2% in August 2024 to more than 80% in October this year.
01:42To strengthen the aspects of aircraft maintenance,
01:45the MEFCOM has taken several comprehensive steps as follows.
01:49Cancelling several domestic and international flights temporarily.
01:54The cancellation of these flights is necessary to ensure the long-term maintenance of the aircraft
02:01and the durability of its operation.
02:04Through the cancellation of these flights temporarily,
02:07the MEFCOM will be able to carry out more proactive maintenance on aircraft,
02:13reduce the risk of aircraft damage and provide the best flight experience to customers.
02:20This decision is also to ensure that the MAB safety standard is not only maintained but strengthened.
02:28The MAB has also carried out a comprehensive survey on technical issues at the same time
02:34in order to identify and correct the sources,
02:37as well as to improve the protocol and maintenance procedures
02:41to ensure that the safety standards that have been established can be achieved.
02:45All steps to solve the problem with the permission of troubleshooting
02:49that is required to eliminate damage are being carried out
02:52using the latest aircraft maintenance manual that has been approved.
02:56In this regard, the MAB has used modern technology in maintenance,
03:02to anticipate and deal with issues before they become critical.
03:08The MAB is also working closely with aircraft carriers and engines
03:13as well as related supply chains to deal with supply chain and technical issues.
03:19In addition, the MAB is also focusing on training and recruitment
03:24to deal with the issue of increasing the demand and complexity of modern aircraft.
03:29Collectively, these steps are done in order to restore customer confidence
03:34and to ensure safer and more trusted flights by passengers.

03:43the Malaysian Air Force, CAAM, as the body of the Federation,
03:50which is responsible for the technical supervision of national public aviation,
03:55has increased supervision and conducted investigations against any incidents
03:59involving Malaysian airlines.
04:03CAAM has conducted a surprising investigation and audit
04:07on the MAB airline, including the MAB Engineering Services,
04:12or MABES, which is responsible for the maintenance of MAB aircraft
04:17from 24 to 28 June 2024.
04:21Based on the investigation,
04:24among the significant issues that contribute to several technical incidents of the MAB aircraft
04:30is the possibility of mechanical components and the lack of skilled workers
04:35that are needed to carry out aircraft maintenance work
04:39and to increase the level of efficiency of the quality management system
04:43as well as the safety management system of the MAB and MABES airlines.
04:49Therefore, in order to ensure the improvement in the results of the surprising investigation by CAAM,
04:57the MAB has prepared mitigation plans,
05:00including to increase the level of aircraft safety,
05:03to the level of efficiency,
05:05so that the focus can be given to aircraft reliability.
05:11At the same time, the MAB has also carried out the process of acquiring new aircraft
05:18as one of the strategies to increase the confidence of passengers towards the airline
05:23in addition to ensuring the sufficient availability of aircraft
05:26to meet the needs of the flight that has been scheduled.
05:31For the information that is also respected,
05:33based on the current audit of CAAM by the MAB,
05:37the duration of the renewal of the Air Conditioning Certificate, or AOC,
05:42will be reduced from three years to one year only,
05:46from September 1, 2024 to August 31, 2025.
05:52Therefore, airline companies need to go through a more frequent audit process
05:57before their AOC is renewed.
06:01This will ensure that the MAB is more robust
06:04and take necessary improvement measures as a mitigation plan that has been presented by CAAM.
06:11CAAM will continue to monitor and conduct safety audits
06:16of all aircraft owned by airline companies
06:20operating in the country to ensure that safety aspects and safety standards are met as normal.
06:28The Ministry also emphasized that the Government will not compromise
06:32in matters related to passenger safety.
06:37The Government has committed to ensure the success of the MAB
06:44because it is a national airline and must return as the main airline of the country.
