00:00Operation Listo was launched by the DILG-NCR.
00:04It aims to strengthen the preparedness for floods and storms.
00:08This is John Lester Naguna of the BIA in Balitang Pambansa.
00:13Operation Listo was launched for the prevention of floods and storms.
00:17The right preparation, the right action.
00:20The purpose of Operation Listo is a program of the DILG
00:23to strengthen the preparedness of the LGUs for floods
00:26using the whole-of-government approach.
00:28The DILG assured that the hapbangs are ready
00:31for the prevention of floods and storms
00:34along with the storm Marseille.
00:36According to DILG-NCR focal Luigi G. C. Pilarta,
00:40Operation Listo guides LGUs and barangays
00:43in the necessary actions.
00:45The DILG, as the vice chair of disaster preparedness
00:49of the National Disaster Risk Reduction and Management Council,
00:52is helping various government agencies
00:56to strengthen disaster preparedness at the local government level.
01:01It started as a national advocacy program
01:04for the creation of a safe and resilient community.
01:08During the calamity, Operation Listo was launched
01:12as a capacity development program
01:14for disaster risk reduction and management,
01:17climate change adaptation and mitigation and resilience.
01:21The storm Marseille is expected to be stronger
01:24as it moves along the Philippine Sea
01:28and hits the ground on Wednesdays in Cagayan.
01:32But it has no direct effect on Manila.
01:35It is expected that the weather will be cloudy
01:38and there will be heavy rain
01:41caused by localized thunderstorms in the afternoon and evening.
01:45If the forecast of the storm is bad,
01:47the critical preparedness action level, or CPA level,
01:52of Operation Listo or Typhoon Alpha, Bravo, or Charlie
01:58will not be able to handle the storm.
02:01But in order to provide adequate information,
02:04the CPA level will be excluded from these categories.
02:07For example, now there is a storm
02:10with the activation of Operation Listo
02:12and the monitoring of the critical typhoon track or hotdog.
02:15In Alpha, it will be active when the storm
02:19is in the Philippine Area of Responsibility.
02:22The local government is just prioritizing
02:24the preparedness of equipment and people.
02:26In Bravo, pre-emptive evacuation is being carried out
02:29by the LGUs for the hazardous areas and DILGs.
02:34In Charlie, mandatory evacuation is needed
02:37and complete deployment of emergency response teams.
02:41Under the program,
02:43Hazard Specific Disaster Preparedness Manuals were created
02:47where the institutionalized local protocols
02:51can help the LGUs and our communities to be more prepared.
02:57Operation Listo manual aims to standardize the protocols
03:00for early preparedness and response
03:03to the threats of climate change and other hazards.
03:06From the Philippine Information Agency, National Capital Region,
03:10I am Jen Lester Naguna for Balit ng Pamansa.
