00:00You mentioned cyber security, but recently there have been episodes that have been hacked even by sensitive government agencies
00:08including the PNP, PhilHealth, etc.
00:11Is AFP a threat ready?
00:14All of it, from policies to equipment to skill sets.
00:20So we do training, we recruit more cyber warriors to join us in the armed forces.
00:25All of this is to fortify our cyber defenses.
00:28But cyber is a very broad topic.
00:32There are no barriers, no delineation lines.
00:37This is mine, this is yours. There is no such thing.
00:40So as a whole-of-nation and whole-of-government approach,
00:44for the side of the AFP, as we have our mandate to protect the people and secure the state,
00:48it also transcends to the cyber domain.
00:50That's why we are fortifying it and we just recently created a new unit
00:56in the Armed Forces of the Philippines, which is the Cyber Command.
00:59Recently, you had a circular there, a fake report that you said was about arrest and release.
01:07But this is the same as what is being suspected by the militants or red-tags
01:16that they will take soldiers and negotiate a price,
01:21arrest them first and then release them.
01:23What is your fake circular about?
01:26This is called the Abduct, Surface, Donate and Release Scheme.
01:30This represents a very concerning pattern of spreading misinformation.
01:39What we want to happen here is for our public to verify the information channels
01:47that they are looking at and for us not to spread it if it comes from a weak site.
01:55We have official channels that we really release.
01:58This is the Transparency Initiative of our government
02:02and this is the legitimate news that is coming out there.
02:07So let's not send misinformation that jeopardizes our perspective on what's really happening.
02:18Instead, collectively let's help each other to have a peaceful cyber domain.
02:26Do you think these attacks are really cyber warfare or are they just mischief attacks?
02:34There are many, ma'am. They can be categorized in different things.
02:37It depends on what we call the motives of these attacks.
02:45We have motives from activists who are in the cyber domain.
02:54We also have nation-state attacks that are brought about by the geopolitical tensions that are coming in
03:01and they want to disrupt our state by having different opinions and divest us from the bigger issues at hand.
03:12So it's good to know the motive behind all of these attacks that are happening in the cyber domain
03:18by looking at the sources of information that are coming out there.
03:22That's why we call on every Filipino to be watchful.
03:27If this site is not legitimate, let's report it to take down the sites that are spreading misinformation and disinformation.
03:37But it would help citizens to be more discerning if they know if the motive is coming from the outside
03:44or if it's just mischief activist attacks.
03:48Yes, ma'am. That's why we have what we call digital forensics.
03:54That's what we are doing.
03:56Every time we find out that there is a fake site, we release it.
04:01As you can see, there were times when soldiers and former AFP personnel were recruiting to become consultants
04:13and this site was taken down immediately.
