00:00The members of his cabinet were shocked when President Ferdinand R. Marcos Jr. inspected Laurel, Batangas,
00:08one of the places where the typhoon Christine hit hard and was a part of the help to those affected by the typhoon.
00:15This was the first time that the typhoon hit Laurel, Batangas, where 21 barangays were affected by the typhoon.
00:27The President ordered the review of the Flood Control Master Plan
00:32and the use of funds for flood control projects if necessary
00:37so that the typhoon would not hit again.
00:41This is what Clayzel Pardilian reported.
00:46The typhoon Christine left a mark in the town of Laurel, Batangas.
00:51Their homes were still flooded and their livelihoods were affected.
00:57This was the first time that a typhoon hit Laurel, Batangas,
01:02which was personally witnessed by President Ferdinand R. Marcos Jr.
01:08and the leadership of various government agencies.
01:11Almost half of the cabinet is here to see what needs to be done.
01:21We have seen the problems brought by the typhoon Christine to you.
01:29In 21 barangays in Laurel, the typhoon Christine affected the most.
01:35In order to quickly recover from the typhoon,
01:39President Marcos of Laurel LGU provided 10 million pesos in financial aid.
01:45This is part of the 6 million pesos financial aid for the 6 barangays in Batangas.
01:51The fishermen also received 60,000 pesos in financial aid.
01:56The president also shared the free construction materials
02:00for the reconstruction of their damaged homes.
02:03Among the beneficiaries was Orlando, whose house was destroyed.
02:08The typhoon also flooded the house.
02:10I am thankful to the President for his help.
02:14It is a big thing for us to start a new life.
02:18You can count on the government to continue to help you
02:24from this disaster.
02:25President Marcos promised to complete the Taal Lake Circumferential Road
02:31and to repair it.
02:34Because of the heavy rain caused by the typhoon Christine,
02:38the Bayuyungan River in Laurel, Batangas,
02:43was damaged and fell into the Bayuyungan Bridge.
02:46There is now no road that connects the barangays of Poblacion Tres
02:52and Bogaan East and West.
02:55This road is important because it connects
02:58to the towns of Laurel and Agoncillo,
03:02as well as Lemery, Batangas.
03:04The DPWH is already looking at this.
03:08I urge them to prioritize the construction of this infrastructure
03:14so that it can be done as soon as possible.
03:1761 people were killed in Batangas.
03:21To avoid this tragedy,
03:24the government is doing its best
03:27and is reviewing the Flood Control Master Plan.
03:30Although the government's flood control projects are in place,
03:34the Typhoon Christine flooded twice the Bayuyungan Bridge
03:38due to the effects of climate change.
03:41It may have flooded before, but it wasn't this big.
03:44The weather really changed.
03:46So what we will do is we will change the designs.
03:50We will strengthen the infrastructure,
03:52the flood control, the slope protection,
03:55and the bridges.
03:56We need to change all of that and look for better designs.
04:00The government is preparing to investigate the funds
04:03for the flood control projects.
04:05And they need to look at the science behind this.
04:09The use of technologies
04:12to prevent the effects of calamities
04:15such as the early warning system of the DOST
04:18to warn those in hazard-prone areas.
04:21And the slow reduction of water in dams
04:24as a standard procedure
04:26to avoid severe flooding.
04:29The NDRRMC is also bringing access to the funds
04:33so that it can be used and facilitated quickly
04:37in the event of a disaster.
