00:00The Kingdom of Morocco congratulates itself on the adoption yesterday of resolution 2756
00:29of the UN Security Council, extending the mandate of the UNHCR until October 31, 2025.
00:37This adopted resolution preserves all the gains of Morocco. Details in a few moments.
00:43158 dead, this is the last provisional assessment of the floods that hit the southeast of Spain.
00:53Research is underway to find the missing.
00:57Four days from the presidential election in the United States, Kamala Harris and Donald Trump
01:03continue this Friday their intense duel at a distance for the White House,
01:08an election that is likely to be played to a few tens of thousands of votes.
01:11We meet again right away for the development.
01:14Welcome, ladies and gentlemen, let's talk about the Moroccanness of the Sahara.
01:25In this new resolution adopted by the UN Security Council, the UN executive body
01:32has reaffirmed its permanent support for the Moroccan Autonomous Initiative presented by Morocco in 2007
01:40as a serious and credible basis to even end the artificial conflict around the Moroccan Sahara.
01:47The details with Younes Benzineb.
01:51The UN Security Council adopted the new resolution 2756 on the Moroccan Sahara.
01:58In this new resolution, 2007, the year when Morocco put the autonomy plan on the table
02:04is now the reference for a political solution to the different regions.
02:08At the end of its adoption, the permanent representative of Morocco to the UN, Omar Hillel,
02:15emphasized that the text is dedicated to the preeminence of the Moroccan Autonomous Initiative.
02:22The resolution is dedicated to the preeminence of the Moroccan Autonomous Initiative
02:30and to the qualification of serious and credible forces,
02:33positioning it as a single and unique basis for the negotiation of a political solution
02:42for the different regions within the framework of the sovereignty and territorial integrity of the Kingdom.
02:52This resolution calls on the Security Council to take into account
02:58the international dynamics and momentum,
03:02in favor of the Moroccan Autonomous Initiative,
03:08which enjoys the support of 20 members of the European Union,
03:14two permanent members of the Security Council,
03:17and more than a hundred countries of international and regional organizations around the world.
03:28The adopted resolution preserves all the achievements of Morocco,
03:31according to the Ministry of Foreign Affairs of the African Cooperation and Moroccans living abroad.
03:37It also introduces new important elements for the future evolution of the case within the United Nations.
03:43The new text is dedicated to the framework, the parties and the purpose of the political process.
03:51The Security Council calls for the resumption of the political process,
03:57by exhorting all parties to engage in a constructive way.
04:02This call is addressed more specifically to Algeria,
04:07which has been mentioned five times as a leading party,
04:12because it opposes the political process,
04:15and above all, it has been opposing it for three years,
04:18in the form of round tables.
04:22Another peculiarity of this new resolution
04:25is that it intervenes in a context marked by the irreversible trajectory
04:29of His Majesty King Mohammed VI
04:32on the issue of territorial integrity of the Kingdom,
04:35through the growing support of permanent members of the Security Council
04:39and of countries that influence the Moroccan identity of the Sahara
04:42and the Moroccan Autonomous Initiative.
04:47The resolution of the UN Security Council
04:50was adopted by 12 votes for and 2 abstentions,
04:54as well as the non-participation of the neighboring country,
04:57non-permanent member of the Security Council.
05:00How to explain the withdrawal of the Algerian neighbor
05:03from the vote of Resolution 2756?
05:07Let's listen to the analysis of Dr. Yasmin Hasnawi,
05:09a university student and international relations expert.
05:14So for that, what happened yesterday,
05:16what Algeria feared the most in the world,
05:20has finally happened with the recognition of the United States,
05:23of France too, who are permanent members of the Security Council.
05:27They recognized the sovereignty of Morocco on the Sahara,
05:31as well as the support of UN resolutions to the efforts made by Morocco.
05:35The fact that Algeria refuses not to vote
05:38and the fact that it refuses not to participate in the round table of Geneva,
05:42this puts this state, Algeria, in a great trap
05:47in front of the international community and the Security Council.
05:51After the threats of the Algerian regime
05:54not to engage in the international way,
05:57did not find an echo.
05:58Today, once again, this regime is renewing its threats
06:03in the hope of disrupting the approach
06:05led by the Security Council, led by the international community
06:09to resolve this artificial conflict.
06:11So the Algerian regime has always contradicted itself,
06:16because it always considers the question of the Moroccan Sahara
06:19as its first issue,
06:20and mobilizes the official institutions, including the Algerian government,
06:25the army, the political parties,
06:27and makes declarations on this matter continuously.
06:30So the Secretary General of the United Nations,
06:34as well as the personal envoy,
06:36had specified that Algeria is a leading party.
06:39It was mentioned five times.
06:41So Algeria reacts vehemently
06:44to each recognition of the Moroccan Sahara.
06:47There are a lot of arguments
06:51that prove that Algeria, contrary to what its leaders
06:54are trying to make happen to the international community,
06:57is a real leading party to this artificial conflict.
07:02So what happened yesterday at the Security Council
07:06is not a lack of participation from Algeria,
07:09but rather an evasion.
07:13This evasion is only a diplomatic collapse of the Algerian regime,
07:21which hoped, thanks to its non-permanent member status
07:27at the Security Council, to open other approaches
07:29on the Moroccan issue,
07:31which put Algeria yesterday in a dark and embarrassing tunnel
07:37before the international community and the Security Council.
07:41Now, a tour of the floods that devastated the south of Spain.
08:00The floods of this week in the south-east of Spain
08:04reached 158 deaths on Thursday,
08:07while the search continued to find the missing.
08:11155 deaths took place in the only region of Valencia
08:16by far the most affected.
08:18The previous report, which dated from Wednesday,
08:22reported 95 deaths,
08:25but the authorities had not hidden that they had to expect the worst.
08:32Following the atmospheric depression,
08:35which caused more than a hundred deaths in the east and south of Spain,
08:40the government announced on Wednesday a three-day national emergency.
08:44Several cities were cut off from the rest of the country,
08:47the point of the situation with Swaziland.
08:53Valencia was ravaged by a deadly cold drop.
08:57Collapsed bridges, piled vehicles, flooded roads,
09:01damaged houses, rootless trees.
09:03Decades bear witness to the importance of the degradation.
09:06The president of the Valencian community, Generalitat Valenciana,
09:10Carlos Masson, announced a plan of 250 million euros
09:14to mitigate the consequences of the disaster
09:16due to a non-tropical altitude depression.
09:24We will approve on Tuesday, during our next regional council,
09:27a first figure of 250 million euros,
09:30an extensible amount and compatible with the funds of other administrations.
09:34This will also include aid from the province of Valencia.
09:37So, to begin with, we will approve 250 million euros,
09:41which will be increased as the damage is assessed.
09:53As the victim search operations continue in the south-east of the country,
09:57nearly a thousand soldiers are deployed on the ground,
10:01mainly in the Valencia region, alongside firefighters,
10:04police officers and rescuers, announced the head of the Spanish government.
10:08The Spanish government has mobilized a huge amount of resources and cash.
10:14The Spanish government has mobilized huge sums of money and personnel,
10:19more than 1100 members of the military emergency unit,
10:21most in the Valencia region,
10:23more than 1800 members of the national police,
10:26750 civil guards, 200 soldiers and 335 vehicles and helicopters.
10:36Recalling that the Valencia region is the Spanish Mediterranean coast in general,
10:40the so-called Gota Freya phenomenon is regularly experienced in the fall,
10:43an isolated high-altitude depression that causes sudden and extremely violent rains,
10:48sometimes for several days.
10:50Scientists have been warning for several years
10:52that extreme meteorological phenomena such as heat waves and storms
10:56are becoming more and more frequent and more and more intense
11:00due to climate change.
11:03It is in this context that the Moroccan Ministry of Foreign Affairs
11:07mobilizes alongside its consular services in Spain
11:11to provide support and comfort to the Moroccans established in the affected areas
11:17and where, by returning to Morocco, they have lost their lives.
11:21A central crisis cell has been set up,
11:24as well as green numbers for emergency calls
11:26that you see on the screen.
11:28For any request for information on a disappearance or loss of contact
11:32with a family member,
11:34you can call 0800 0099 48 or 49 or 50.
11:41And to join the General Consulate of Morocco in Valencia,
11:44you can call 0034 631 935 818 or 0034 631 711 873.
12:14And then, in the conflict in the Middle East,
12:17the official Lebanese agency has made state today
12:20of at least 10 strikes on the southern border of Beirut
12:24after a call to evacuate the sector by the Israeli army,
12:28which has been piloting the fiefdoms of Hezbollah in Lebanon for more than a month.
12:33The raids have caused massive destruction in the targeted areas
12:37and dozens of buildings have been razed,
12:41according to the Lebanese agency.
12:43These new strikes are taking place
12:45as Benjamin Netanyahu met with American emissaries yesterday
12:50to advance towards a ceasefire in Lebanon.
12:56Presidential in the United States,
12:58Kamala Harris and Donald Trump continue this Friday
13:01their intense duel at a distance for the White House,
13:04without going too far,
13:06since the two candidates have each made an appointment
13:09with their supporters in Milwaukee,
13:12the largest city in Wisconsin.
13:14This state is a symbol of the unpredictability of this election,
13:19which is likely to play out in the tens of thousands of votes
13:23in four days of the election.
13:25Donald Trump's camp has already begun to feed on social media
13:30the idea that irregularities were committed in the voting operations.
13:35On his side, Kamala Harris responded strongly yesterday
13:43to Donald Trump on the rights of women and immigrants,
13:48two crucial themes of a very tense American presidential campaign
13:54where the Democratic candidate and his Republican rival
13:57are fighting back.
13:59Opponents are engaged in a tight pursuit
14:03through the seven key states.
14:06In Las Vegas, Kamala Harris continues to want to mobilize women
14:10by promising to restore federal abortion rights.
14:14On the question of immigration,
14:16Donald Trump again promised at a meeting in Albuquerque,
14:20not far from Mexico,
14:22to end an invasion of millions of clandestines and to expel them.
14:34It's time to invite the big news.
14:37Today, a spotlight on the Africa Business Forum,
14:42which officially opened its doors this morning in Marrakech.
14:47A fifth edition that aims to highlight young African talents,
14:52to raise the challenges of food security,
14:55to build winning and sustainable strategies,
14:59to strengthen health systems.
15:01Among other things, there are many debates
15:04during this forum,
15:05which is attended by hundreds of decision-makers from Africa,
15:10Europe or the Gulf,
15:12for strategic meetings on economic development on the continent.
15:16I invite you, ladies and gentlemen,
15:17today to come back to one of the issues
15:20of energy sovereignty on the continent
15:23with Mr. Loïc Jagger-Pubert,
15:26regional director of ENGIE for the North African region,
15:30who we meet live from Marrakech.
15:32Hello and thank you for answering this invitation.
15:39Hello and thank you.
15:42So, the challenge in terms of energy sovereignty
15:45for sustainable development in Africa
15:47is crystallized by several issues,
15:49namely the reduction of energy dependence
15:53and also the optimization of the exploitation
15:56of the continent's natural resources
15:58to minimize, of course, at most, the carbon footprint.
16:02How does the ENGIE group fit in
16:05in this specific approach to the continent?
16:13Thank you first of all for your invitation
16:15and welcome here in Marrakech
16:17for this Africa Choiseul business forum,
16:22which you have indeed called a think tank,
16:24which brings together 800 young people
16:28from all continents,
16:30mainly today the African continent,
16:32the European continent and the Middle East.
16:36Indeed, we discuss extremely varied topics,
16:40including this energy sovereignty,
16:43which is extremely important today
16:45in a world full of ruptures,
16:48of conflicts, of geopolitical conflicts,
16:50and we see it by listening to your television news,
16:54the two climate crises,
16:56a climate change that is intensifying
16:58and will intensify even more in the coming years.
17:02We already know that.
17:03And so, the importance of having
17:07an energy dependence,
17:10the least impactful for countries,
17:15and in particular African countries,
17:17which live in the forefront of this climate change.
17:21And so, it's all these issues that we're discussing today.
17:23The ENGIE group accompanies the energy transition
17:26in more than thirty countries around the world
17:29on extremely varied topics.
17:31Obviously, renewable energies,
17:33whether it's solar or wind energy,
17:36infrastructures that are extremely important,
17:39electrical infrastructure, gas infrastructure,
17:42with a gas that has more and more a vocation to become greener.
17:45We'll come back to that.
17:46And then also the accompaniment of this decarbonization
17:50for the private sector, for the public sector.
17:52ENGIE is one of these accompanies
17:56for companies like OCP,
17:59we'll come back to that,
18:00like Orange,
18:02like other groups, especially Moroccans,
18:05including governments, regions.
18:07And then a fourth area,
18:08which is what we call energy flexibility,
18:16everything that will bring flexibility to the network,
18:19including batteries, large batteries,
18:22we'll come back to that,
18:24but also hydrogen, which are energy vectors.
18:27Green hydrogen, green ammonia,
18:30very important here in Morocco.
18:32And so, ENGIE has a vocation to be net zero carbon by 2045.
18:38Neutron carbon, both for our facilities,
18:41but also for all of our customers.
18:43It's an extremely ambitious goal,
18:45but we set it up several years ago.
18:48And we want to keep this goal.
18:50And we've just said here, with our local partners,
18:53that this transition to energy is quite possible,
18:57in a fair and equitable way.
18:59Obviously, we can't go from grey to very clear green in two minutes.
19:07No, it will take several years.
19:10But we are here, as a private group,
19:11to accompany the private and public sectors
19:15in this transition, which is imperative,
19:17because we see that climate change is not expected at all.
19:22The many energy sources,
19:24as you just mentioned,
19:25both renewable and conventional,
19:28give the continent a strategic potential
19:32to move towards this energy sovereignty.
19:35To what extent does ENGIE support this transformation
19:39towards autonomous exploitation of African energy
19:43as part of a fair partnership?
19:48As you may recall, the African continent
19:50is very rich in energy potential,
19:53very rich in resources,
19:55whether they be solar, wind,
19:58hydric, when there is water,
20:01but also geothermal,
20:03notably in countries in East Africa.
20:07A lot of resources, too, of raw materials.
20:10The paradox today is that these resources
20:12are not fully used.
20:15So we need to speed up this local use of resources,
20:20this reduction of local value chains.
20:23And so, ENGIE, in partnership with these local teams,
20:29but also with companies, public authorities,
20:33we are really going to work on short loops.
20:36How to fully use these resources
20:39for local needs,
20:42for the needs of each country?
20:44How to build regional African energy ecosystems
20:49and therefore allow imports,
20:52exports of energy and energy resources
20:55by playing on the complementarities
20:57of all African countries?
21:00And then also work, in the medium term,
21:02on the export of these resources to Morocco,
21:05notably the potential and the potential
21:09to Morocco, in particular, the potential is enormous.
21:13Beyond this geopolitical stability,
21:16beyond this vision of His Majesty the King
21:20and the Moroccan government,
21:24it is essential to work with all public authorities
21:28on strategies, both local,
21:31to use this raw material.
21:33And so you have large groups,
21:35notably the OECD, which is already working
21:37on batteries made in Morocco,
21:40also on windmills
21:42that would be mostly built in Morocco.
21:46And then, as you know,
21:47this famous energy vector,
21:50which is green hydrogen,
21:51green ammonia, used in fertilizers, for example,
21:55which can be used, again, for local needs,
21:58which can be produced from energy,
22:01notably in the south of Morocco,
22:03which is quite simply exceptional,
22:05with an abundance of this solar and wind energy
22:09that will allow...
22:10Yes?
22:12Yes, precisely, in relation to that as well,
22:13you just mentioned a rather essential point.
22:17Yes, so yes, in relation to that as well,
22:19what strong value-added partnerships
22:22the continent, for the continent rather,
22:24also have a vocation, in your opinion,
22:25to be put in place to go further,
22:28rather in the context of the energy transition,
22:31and also make African countries
22:33the future leaders in this area?
22:40These are already institutional partnerships,
22:43exchanges between governments.
22:45We are at the end of a very dense week,
22:48with this state visit of the French president to Morocco,
22:52which was fully successful,
22:53with energy at the heart, with agriculture at the heart,
22:56and these are often extremely related subjects.
22:58Academic partnerships as well,
23:01between academic institutions,
23:03and we have sealed, we will come back to it,
23:06a large partnership,
23:07including on the subjects of training
23:10and research and innovation partnerships,
23:13with UM6P in particular,
23:15but with many other schools,
23:16engineering schools in particular.
23:19So this is extremely important,
23:20academic partnerships,
23:21training partnerships.
23:23Training is extremely important,
23:24this transfer of knowledge,
23:26which is done in both directions,
23:28between all countries,
23:30both in the African continent and internationally.
23:33This training should not only be targeted
23:34to engineering students,
23:36it should also be done to technicians,
23:38to specialized workers,
23:41because these complex professions,
23:42especially hydrogen,
23:43will require very rare skills
23:45and very difficult to acquire,
23:48and which must be acquired right now.
23:50And so we work with federations,
23:52with clusters,
23:53on this training of young Moroccans,
23:55of young Moroccans too.
23:57The mix is extremely important
23:59in these professions,
24:01and it is one of the very important factors.
24:04And then there are industrial partnerships,
24:06as we have just sealed with OCP-ENG.
24:10Yes, in relation to these partnerships,
24:12you just said earlier,
24:14during the visit of President Macron in Morocco,
24:17an agreement was therefore signed
24:18between the OCP-ENG group
24:21to decarbonize Moroccan phosphates.
24:24The agreement envisages the implementation
24:26of four industrial projects
24:28and a research and innovation agenda.
24:31Can you tell us about it?
24:37So, indeed, it is a global, strategic partnership
24:41that was signed between two industrial groups
24:43that have decarbonization linked to the body.
24:48The OCP group, on the one hand,
24:50leader, of course, of phosphates
24:52and many other subjects,
24:54and then the ENG group,
24:55leader of the energy transition,
24:57to work effectively,
24:59in an integrated way,
25:00on various subjects.
25:02Of course, the development of renewable energies,
25:04solar and wind energy,
25:06with a very strong potential in Morocco.
25:09The development of electrical infrastructure,
25:11in particular, which will link the sites of the OCP group
25:15to make them 100% renewable.
25:17And it's extremely important.
25:18You know, there are carbon taxes
25:19that are being implemented everywhere,
25:21especially in Europe,
25:22but it will also follow on other continents,
25:25including the African continent,
25:27including Morocco.
25:28And so these carbon taxes,
25:30they will accelerate this need to be 100% renewable.
25:34And so that's why we also create,
25:36with the OCP, these electrical networks
25:39that connect the sites.
25:40Then you have the issue of desalination.
25:42You often need water.
25:43In countries with very high water stress,
25:46well, ENG brings its expertise
25:49in desalination of seawater.
25:50We are a world leader in desalination.
25:52And so we will work to accelerate
25:54renewable desalination units
25:56that will be equipped with wind or solar units,
26:00as is the case in the desalination unit of Darla,
26:03which we are currently developing with Nareva.
26:06And then a fourth subject is hydrogen and green ammonia.
26:10Again, we want to make Morocco a hub,
26:13a hub positioned between Africa,
26:16the Middle East and Europe,
26:18to meet both local needs.
26:20There are large industries, including the OCP,
26:22but other large industries that need hydrogen
26:26in their industrial processes,
26:27but also hydrogen for export,
26:29export to Europe,
26:30export to other markets in the Middle East.
26:33But we can even consider the United States or America
26:37with this Atlantic Bay,
26:41which will be extremely important.
26:42And His Majesty the King reminded him.
26:45And so also a research and innovation program
26:48with the teams of ENGIE, Innovix, OCP, UM6P
26:52and a training program for the two companies
26:57on these topics of energy transition.
26:59So you see that it is a really global and structuring partnership
27:02over several years that will result in a JV,
27:04a co-company between the two groups.
27:07Thank you again, Mr. Loïc Jarre-Hubert.
27:10I remind you that you are the regional director of ENGIE
27:13for the North African region.
27:15And it is also in the same dynamic
27:17of this partnership between France and Morocco,
27:19winner-winner, of course,
27:20and this time in the energy field.
27:24And so this concludes this newscast.
27:27Thank you for following it.
27:28The news is back on Mediain TV Africa.
