00:00Good morning, this is the latest on the situation in Bagyong Leon.
00:06As of 4 a.m., the center of Bagyong Leon was last seen
00:11at 645 kilometers east of Tuguegarao City, Cagayan.
00:16And the severe tropical storm is still continuing,
00:18although it is getting stronger.
00:20There is a strong wind of 110 kilometers per hour.
00:24There is a thunderstorm of 135 kilometers per hour
00:28and it is moving west-northwestward at a speed of 10 kilometers per hour.
00:32We can see here in our latest satellite image,
00:35the rain bands of Bagyong Leon are affecting
00:38some parts of Bicol Region and some parts of Eastern Visayas.
00:42And as the storm is getting closer,
00:45the rain bands will most likely fall during the rainy season
00:50here in the eastern part of Luzon.
00:52That is why our people are continuously being careful
00:55because there is still a possibility of rain today.
00:58Be extra careful, especially in areas that are still experiencing flooding.
01:03Later, we will know the areas that may experience heavy rains
01:08in the next few days.
01:11Let's know what our latest track forecast has as of 5 a.m.
01:16We have the forecast track, or the central track,
01:19or the movement of Bagyong Leon in the next few days.
01:23We also have what we call the forecast probability cone.
01:26That is the area that is shaded or highlighted in white.
01:30That is where it is possible for Bagyong Leon to pass
01:34in the next few days.
01:36We also have the forecast intensity.
01:38That is what is expected to be the strength or category of the storm
01:42as it continues to move inside our Philippine Area of Responsibility.
01:48And the area that is highlighted in yellow or shaded yellow,
01:52that is the radius of the storm.
01:54That is where you will experience the strong winds
01:56that Bagyong Leon will bring.
01:59Based on our latest forecast track, Bagyong Leon will continue to move
02:03generally north-westward.
02:05And because Batanes is inside the forecast probability cone,
02:09we do not exclude the possibility of a landfall.
02:13Bagyong Leon in Batanes, if it does not landfall,
02:17it is possible that it will approach the center.
02:19Our next landfall scenario is here in the southeastern portion of Taiwan.
02:26Meanwhile, based on our intensity forecast,
02:29there is a high possibility that Bagyong Leon will get stronger
02:33as the east coast of our country continues to move.
02:37We do not exclude the possibility that in the next 12 hours,
02:41it could reach the typhoon category.
02:45And it will continue to get stronger as the extreme northern zone area moves.
02:50It could come out of our Philippine Area of Responsibility
02:53on Thursday night or Friday morning.
02:56And as it continues to move north-westward,
02:59we do not exclude the possibility that it will get stronger.
03:03If it is in the area of Batanes or the southeastern portion of Taiwan,
03:07it could reach the super typhoon category.
03:11If we look at our latest track forecast,
03:14the radius of Bagyong Leon is also wide.
03:17Some parts of the Libicol Region are within the radius of the typhoon.
03:21And as Bagyong Leon continues to approach,
03:24more areas will be able to enter the radius
03:28or the strong wind carried by Bagyong Leon.
03:31That is why Tropical Cyclone Wind Signal No. 1 is high
03:35in the provinces of Batanes,

04:20This is the highlighted area of light blue
04:22for the next 36 hours
04:24while Bagyong Leon continues to approach.
04:26It is possible for us to experience the strong winds
04:29carried by this storm.
04:33When it comes to the rains carried by Bagyong Leon,
04:36the same is the case for the trough or extension
04:38of this storm that is being monitored.
04:40Today until Thursday,
04:43mostly portions of Northern Luzon,
04:46as well as the western portion of our country,
04:48it is possible for the strong rains
04:50brought by this storm that is being monitored.

05:34and Aclan.
05:35We will notice that not only areas of Northern Luzon,
05:37but also some parts of Central Luzon,
05:39will experience rains.
05:42Also in the western portions of Mimaropa,
05:45Central Luzon,
05:46as well as Western Visayas.
05:48Until Thursday,
05:50and if it starts tomorrow,
05:52it is also possible for heavy rains
05:54around moderate to heavy intensity
05:56in the areas of Bataan, Cavite, and Batanga.
05:59So, it is three days in a row of rains.
06:01There is a high possibility of floods
06:03or landslides.
06:05That is why, until now,
06:06our people have been prepared and taken care of.
06:09Especially, the areas that are currently experiencing floods.
06:15So, outside the areas where
06:17the Tropical Cyclone Wind Signal No. 1 is high,
06:20it is also possible for strong winds
06:23to bring this typhoon.
06:25So, there is a chance that we will still experience

06:44In the condition of our ocean,
06:46there is a high possibility of floods
