Severe Tropical Storm “Leon” (international name: Kong-rey) further intensified while traversing the Philippine Sea, prompting the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) to issue Wind Signal No. 1 in 23 areas across Luzon and Visayas on Monday afternoon, Oct. 28.

00:00Good day. Here is the update on our monitor, Bagyong Leon.
00:06Leon has further intensified.
00:10Earlier at 4 in the afternoon, it was at a distance of 900 or 725 kilometers,
00:16east of Eshague, Isabela.
00:18It was carrying a strong wind of 100 kilometers per hour,
00:22close to the center and a gust of up to 125 kilometers per hour.
00:27Moving in the direction of west, northwest, at a speed of 15 kilometers per hour.
00:33This is what we expect to be the track of Bagyong Leon.
00:37This is also in the severe tropical storm category.
00:41This area, this yellow-orange circle,
00:44these are the strong winds, at least 39 kilometers per hour.
00:50And then this red circle, or this red area,
00:53also has strong winds, at least 89 kilometers per hour wind speed.
01:00This area that is enclosed, this is the area of probability.
01:05So the center of the storm can go anywhere within this area of probability.
01:13We can see that this Batanes area is inside the area of probability,
01:19that is why we do not remove the landfalling scenario or close approach in the Batanes area.
01:27This storm, we expect it to rapidly intensify
01:31throughout its passage over the Philippine Sea in the next 24 hours.
01:36It is possible that it will reach the typhoon category
01:40and exit the PAR by Friday morning or afternoon.
01:45So we do not rule out rapid intensification.
01:48Just like we mentioned that it is possible for it to rapidly intensify along the Philippine Sea,
01:54we also do not rule out the possibility that it will become a super typhoon
01:59as it approaches the Batanes area.

02:44northeastern portion of Sorsogon, eastern portion of Northern Samar,
02:48and the northern portion of Eastern Samar.

02:58Go under Tropical Cyclone, you will see the Tropical Cyclone Bulletin.
03:03And throughout the passage of Tropical Cyclone Leon,
03:07we expect the strongest signal to be Signal No. 3 or Signal No. 4.
03:13But as we mentioned earlier, we do not rule out that this could be a super typhoon
03:19near Batanes. We also do not rule out that the highest possible signal is Signal No. 5.
03:27We also released a weather advisory as of 5 p.m. today.

04:07Wednesday afternoon to Thursday afternoon, heavy to intense rains,
04:11100 to 200 mm sa pag-ulan sa May Batanes, Babuyan Islands, Occidental Mindoro, at Cavite.
04:18Samantalang moderate to heavy rains naman sa May Ilocos Region, Antique, Palawan, Zambales, Bataan, at Batangas.
04:25Ating mga kasamahan sa Regional Services Division, patuloy na maglalabas na mga rainfall advisory,
04:30thunderstorm advisory, o kay hindi kaya heavy rainfall warning kung kinakailangan naman.
04:36Asahan din naman natin yung mga bugso ng mga malalakas na hangin for today sa May Visayas,
04:42malaking parte ng Calabarzon, Mimaropa, Bicol Region, Northern Mindanao, pati na rin sa May Caraga Region.
04:51By tomorrow, sa May Zambales, Bataan, Aurora, Metro Manila, sa May Calabarzon, Mimaropa, Bicol Region,
04:57Visayas, Dinagat Islands, Surigo del Norte, pati na rin sa May Kamiguin.
05:01And by Wednesday, asahan naman natin yung mga mabugso pa rin ng mga malalakas na hangin sa May Zambales,
05:06Bataan, Aurora, Metro Manila, Calabarzon, Mimaropa, Bicol Region, Dinagat Islands,
05:12at malaking bahagi ng Visayas at sa May Central Zone.
05:16Meron din tayong nilabas kanina ang ala 5 ng hapo na gale warning sa area ng Batanes,
05:22kagayan, kabilang na nga ang Babuyan Islands.
05:25Kaya yung mga maliliit na sasakyang pandagat, pati na nga rin yung mga motorbankas,
05:30kung maaari ay huwag muna tayong pumalaot dahil magiging maalon hanggang sa napakaalon ng karagatan.
