00:00Tired police colonel Jovi Espinido and former senator slash DOJ chief Leila de Lima showed up
00:05and faced each other as the latter listened to Espinido walk back his testimony accusing
00:10de Lima years ago of being a protector of illegal drug personalities. The highlight
00:15of today's ninth quad com hearing that would have easily been upstaged had star witness or
00:21resource person ex-president Rodrigo Duterte showed up as we hear more from our Melinda
00:27on the elephant not in the room today.
00:32Are you retracting all the testimonies that you gave against senator de Lima during that
00:40senate investigation? Yes your honor. In the ninth hearing of the house squad committee on
00:46former president Rodrigo Duterte's war on illegal drugs retired police colonel Jovi Espinido
00:52recanted his earlier testimonies against former senator Leila de Lima on illegal drugs.
00:58During the interpolation he confirmed alleged drug lord Gerwin Espinoza's statement
01:02regarding the supposed deliberate implication of de Lima in the illegal drug trade.

01:30that's one of the reason your honor Mr. Espinido gave his statement earlier today in front of
01:36de Lima herself. For the first time de Lima also testified before the quad committee to which she
01:41shared all the information she gathered about the alleged reward system that started when Duterte
01:46was still the mayor of Davao city. According to a witness in the 2009 CHR investigation
01:54during the first period of the DDS from 1988 to 2000 the assassins were paid 15,000 for every
02:01victim 5,000 goes to the police handler and 10,000 to the assassins who at the time consisted of
02:10rebel returnees aside from the active duty policemen who were their handlers. MRRD sometimes
02:18personally gave out the kill orders and the reward money directly to the assassins themselves.
02:26Former president Rodrigo Duterte was supposed to personally respond to these accusations before the
02:31quad committee but he did not attend the hearing citing the invite was on short notice and feeling
02:37unwell. Some lawmakers expressed disappointment at the former president's absent with house deputy
02:42minority leader Franz Castro even requesting he be cited in contempt if he fails to attend the
02:48next hearing. The joint panel has not made a decision on this matter yet but they assured
02:53there is no special treatment for Duterte in the lower house. Are we giving special treatment
03:01to a witness just because he is the former president? I beg to disagree your honor
03:07that we are giving special treatment what I am saying and stating for the record that we
03:14extend the courtesy due to a former president.
03:19As of now, the quad com hearing is still ongoing and far from over.
