02:28The bill envisages a growth rate exceeding 4% and a controlled inflation for 2025.
02:35The government estimates a growth rate of 4.6% in 2025.
02:40These forecasts are subject to several factors.
02:43First, inflation, which should be 2%.
02:46The external demand for phosphate and its derivatives, which should increase by 3.2%.
02:51Agricultural yield, which is close to 70 million quintals.
02:55And the price of a ton of butane, which would be around 500 dollars per ton.
03:01The preparation of this project is taking place in a difficult international context,
03:07marked by the pursuit of geopolitical tensions and the accentuation of climate crises.
03:13Despite this situation, Morocco has been able, under the clear guidance of His Majesty the King,
03:19to pursue economic and social reforms while preserving the sustainability of macroeconomic balances.
03:26This financial law project also focuses on four priorities,
03:30each acting as a lever to consolidate social cohesion,
03:34immunize economic sovereignty and bring together the necessary conditions for the prosperity of future generations.
03:44The PLF 2025 envisages the creation of 28,906 budget posts,
03:48distributed between the various ministries and other public institutions.
03:52The majority of these new posts are allocated to the Ministry of the Interior, which will benefit from 7,744 posts.
03:58The Ministry of Health and Social Protection will receive 6,500 posts,
04:03while the Ministry of Economy and Finance will receive 2,600 posts.
04:07In addition, the National Defense Administration will receive 5,792 posts.
04:13The Ministry of Higher Education, Scientific Research and Innovation will receive 1,759 posts
04:19and the General Delegation to Penitentiary Administration and Reinsertion will receive 1,000 posts.
04:25In addition, 400 posts will be allocated to the Ministry of Habeas and Islamic Affairs,
04:29365 to the Ministry of National Education, Pre-School and Sports,
04:34and 350 to the Superior Council of the Judiciary.
04:37The PLF also envisages 500 budgetary posts under the authority of the head of government,

05:19To begin with, what should be taken away from the presentation of Nadia Ftahalawi in front of the two chambers of the Parliament?
05:27What should be taken away is that there are two essential elements.
05:30The first is the hypotheses on which the design of the Finance Law project for the year 2025 was first built.
05:42The second is to recall the issues that will frame the budgetary use of public spending,
05:48including some fiscal measures that will be adopted as part of this Finance Law project.
05:57As for the macroeconomic hypotheses on which the Ministry of Finance is based
06:07to establish the Finance Law project on balancing elements,
06:13first of all, they set for an economic growth rate estimated at 4.6% and an inflation rate of around 2%.
06:24So we can say that it is a level of inflation that is manageable.
06:29There is an increase in foreign demand, 3.2% of which is derived from phosphate, as mentioned in your report.
06:38And also, among the elements on which it is based, it is of course an agricultural harvest of around 70 million quintals
06:47and a gross average of 500 dollars per tonne.
06:52So these are the elements that have framed the macroeconomic framework of the development of the Finance Law.
07:00In the second place, the Finance Law project, as you mentioned earlier,
07:07is based on four issues, or four axes, if you like.
07:12The first is the pursuit of the consolidation of the social state,
07:16whether it is at the level of the process of generalization of social protection,
07:21i.e. the generalization of work, the implementation of unemployment benefits,
07:27and the generalization of retirement benefits.
07:33This consolidation also aims to affect the health sector through certain reforms,
07:39notably the operationalization of the legal arsenal adopted on the basis of the generalization of social protection,
07:46the strengthening of the health service,
07:49and we also see that the Ministry of Health would be endowed with more than 32 billion dirhams.
07:58And we are now in the hands of the school and university sector,
08:01which constitutes an essential element in this concept,
08:08with an additional budget for the Ministry of National Education of 11 billion dirhams
08:13and an envelope of 16.4 billion dirhams for higher education.
08:18So the most important element here, and I think it is highly anticipated by the population,
08:24is how the project of the financial law will have been able to master the purchasing power.
08:34And so, it is already highlighted in the speech of Madame la Ministre
08:39that the compensation fund will be endowed with 16.5 billion dirhams,
08:49and also, I think it is good news for the salary,
08:54there will be a revision of the employment on income,
08:57the marginal rate will be reduced to 37%,
09:03there is also an exoneration for income of less than 6 billion dirhams,
09:08it was only 3 billion dirhams before, which is very important.
09:14And also, the TVA will know a toilet,
09:19by adopting an exoneration of import operations of a certain amount of animals,
09:27in order to control inflation at the level of consumption of red meat.
09:32And so, there are a lot of details here, we don't have time to go into it.
09:36So, the second element, the second issue that was highlighted in the speech of Madame la Ministre,
09:46is the consolidation of the dynamics of investment and employment creation.
09:50And as you know, this is a big challenge, with the new development model.
09:56So, the State will try to put in place a new economic growth model,
10:03more focused on growth.
10:06Yes, Madame?
10:07So, the question of employment is also at the heart of this presentation of the Minister of Finance.
10:12Employment creation is today one of the biggest socio-economic challenges in Morocco, isn't it?
10:18Yes, yes, absolutely.
10:20Because we can't hope for that.
10:24I'll give you a very simple equation to understand this issue.
10:28We have almost 11 million assets.
10:31The public sector cannot cover more than 1 million of the population having the ability to work.
10:39And the millions will only have to work in the private sector.
10:42And so, it is true that the project of the Financial Law provides for 28,000 jobs,
10:47whether they are new recruits or promotion, etc.
10:51But it remains tiny compared to the global problem of employment.
10:56And so, on this issue of employment, I think I listened to Madame la Ministre's speech
11:03by saying that she considers this as an absolute priority.
11:08It can only be so.
11:11We are planning three axes.
11:14The first axis aims to stimulate the dynamic of investment,
11:17because we can't have employment without investment.
11:22So, investment is the main input to promote employment.
11:27The second axis will focus on the improvement of the impact of active programs
11:32for employment and the strengthening of the training system.
11:37So, there are a lot of best practices that we can take inspiration from.
11:42And the third axis will focus on measures aimed at mitigating the consequences of unemployment.
11:47So, among the things they intend to provide,
11:52it is compensation for unemployment, etc.
11:57But the most important, this axis of employment,
12:00but employment is only a consequence, it is not a measure.
12:03It is a consequence of the reactivation of the investment process.
12:09This is what I can say on the issue of employment.
12:12So, the aim of employment is not the employment in the public sector,
12:17the sector of administration.
12:19There is not much to add.
12:23We always go back to the same figures, the 30,000, a little more, a little less.
12:29But the most important is employment in the private sector.
12:33It can only be done through direct investment,
12:36or what His Majesty the King had called productive investment.
12:41So, the third element, the third issue in the intervention of Madame the Minister
12:49is to continue the implementation of structural reforms,
12:52when I say structural reforms,
12:54which have the capacity to disrupt and review the entire economic-institutional system of Morocco,
13:03either through the strengthening of the reforms that have already been introduced
13:07within the framework of justice,
13:09and in particular the institutional independence of the judiciary,
13:12as mentioned in the report,
13:15or also the reform of public institutions.
13:19We know that there is already a law for the reform of the sector of public institutions,
13:25which is budgetary, which takes up a large part of the state's investment budget,
13:29and the modernization of the administration,
13:32so that it is a tool and a support for the economy, a support for the investor.
13:37And there is also the introduction of advanced regionalization.
13:41It is a gigantic project, it is a social project.
13:44His Majesty the King has not ceased to recall the centrality of this project
13:49through several discourses and orientations.
13:52And so, this sector, I think, is part of an entire import of what is expected of the Dual Renote,
13:59in particular through the judicial performance,
14:02by considering an increase in the share of the material
14:09dedicated to total collectivity,
14:13by increasing it by two points.
14:16This is very good news for territorial collectivities,
14:20and also the allocation of an annual budget for the regions of 10 million dirhams.
14:25And so, this reinforces the state's willingness to support decentralization,
14:31to reinforce advanced regionalization.
14:35The last element in the intervention before the representatives of the nation,
14:42the representatives of the Chamber of Deputies and the Chamber of Councils,
14:48is the maintenance of the sustainability of public finances.
14:52I think this is always an axis, it is an element in all projects of the law of finance,
14:57because without the sustainability of public finances,
15:00we will not have the credibility of all the discourse we are conveying.
15:05And so, this is the reason why the Minister insisted
15:09that we should control the budget deficit,
15:12trying to be around 4% of GDP.
15:17It must be reduced by half a point, to 3.5%,
15:25in the hope that it will be stabilized at 3% in 2026.
15:33Also, in the application of fixed priorities,
15:37it is expected to reach a growth rate of 4.6% in 2025,
15:44against 3%.
15:48This is very ambitious.
15:50They will monitor and control the level of debt.
15:57The debt that the Minister is talking about is only the treasury debt,
16:05so that it is below 70%,
16:09according to the standards of Maastricht, the universal standards of debt control.

16:29while maintaining the dynamics of public investment
16:34as an essential lever for the consolidation of the pillars of the social state.
