00:00A political analyst, Prof. Antonio Contreras, sees the possibility of changing the law
00:06following the public's reaction to the violation of the candidacy of individuals facing a case
00:13just like Pastor Apollo Quibuloy's violation of his COC in being a senator on the last day of the COC filing yesterday
00:21even though he is currently in jail.
00:23Contreras explains that under the current law, it is legal
00:28and it is allowed even if there is a case or the decision is not yet final, anyone can still run.
00:36It is not a solution to stop these people from running.
00:39Contreras believes that there should be conditions for their running.
00:45They can be allowed to run as a candidate but they have to pay a bond equivalent to the salary
00:52and the benefits that they will receive if they win for their entire terms.
00:57So that if you are found guilty in the future or even if you are in jail,
01:03you will not be able to get the bond that you paid and they will punish you accordingly.
01:12Now, if you are acquitted, you will be refunded without interest.
