00:04We have another update regarding our weather
00:06plus an update here at Tropical Depression Hulian
00:09as of 5 in the morning on Friday.
00:13The storm Hulian continues to weaken
00:16and our Philippine Area of Responsibility
00:18entered again yesterday
00:20and eventually landfalled here in southern Taiwan.
00:23And as of 4 in the morning earlier,
00:26240 kilometers north-northwest of Itbayat, Batanes.
00:30The wind is only 45 kilometers per hour near the center
00:34and gustiness up to 75 kilometers per hour.
00:38As of now, it is almost stationary
00:40or hardly moving in its location in the last 6 hours.
00:44And based on our latest satellite animation,
00:47we still have a cluster of clouds
00:48that are being monitored inside and around
00:51the Philippine Area of Responsibility.
00:54Based on the latest forecast,
00:56Tropical Depression Hulian is expected to weaken
01:00and reach a low-pressure area later this afternoon.
01:04And after 24 hours, it is possible that it will melt
01:07while in the southern portion of Taiwan.
01:10Its weakening is attributed to rugged terrain
01:13or mountainous areas here in the southern portion of Taiwan
01:16and the cooling of the wind here in the area of southern Taiwan
01:20and the cooling of the ocean around the typhoon.
01:24Meanwhile, the cloud clusters we are talking about
01:27is the Intertropical Convergence Zone or ITCZ.
01:30This is the line where the wind comes from
01:33the northern and southern hemispheres.
01:35When there is a convergence of wind,
01:37it is expected that there will be heavy rain and storms
01:41but it will not be continuous.

01:59but in the afternoon and evening,
02:01a large part of the Bicol Region will experience rain.
02:04Sometimes, this will be strong
02:06so be careful of floods and landslides.
02:09In the remaining part of Luzon,
02:11particularly in the northern and central Luzon,
02:13the weather will improve
02:15because of the distance and weakening of Hurricane Julian
02:18and there will be isolated thunderstorms.
02:21While in Metro Manila and the remaining part of Southern Luzon,
02:24it will be cloudy until the sky is cloudy
02:27which is accompanied by rain,
02:29especially in Quezon Province,
02:30where ITCZ will have an effect
02:32and localized thunderstorms over the rest of Calabarzon,
02:35Metro Manila, and Mimaropa.

02:43and in the areas of Cagayan Valley and Central Luzon,

03:28ITCZ will have the most effect on the Zamboanga Peninsula

03:33in the areas near Visayas
03:35such as Dinagat Islands and Srigao del Norte
03:38as well as Camiguin.
03:39Rainfall should be light to moderate
03:41with at times, heavy rain.
03:42Be careful of floods and landslides.
03:44Always follow our thunderstorm advisories,
03:47rainfall advisories, and heavy rainfall warnings.
03:50For the rest of Mindanao,
03:51it will be cloudy until the sky is cloudy in the morning

04:05Our temperature in Zamboanga City and Davao City

04:16due to the weakening of Hurricane Julian.
04:18However, we still expect 2 to 3 meters high waves
04:22here in the city, in Northern Luzon,
04:24including Batanes, Baboyan Islands,

04:35but if we have thunderstorms

04:45in the next 3 days or until early next week,
04:48the effect of the Intertropical Convergence Zone
04:51will continue and it may affect a large part of Mindanao,
04:54a large part of Visayas, Calabarzon, Bicol Region,
04:58up to Mimimaropa,
05:00and La Lawegan of Aurora.
05:02So, expect rain,
05:03even though it will not continue.
05:05Sometimes, it will be strong
05:06and be careful of flash floods or landslides.
05:09Metro Manila,
05:10the remaining part of Luzon,
05:12the northern and central portions,
05:14will only experience isolated thunderstorms.

05:19that there will be a whole cluster of clouds
05:21and shallow circulations in the east of our country,
05:25which is included in the Intertropical Convergence Zone.
