00:00The United States confirms that it has many common interests with Morocco, including the
00:29South-South cooperation and efforts to end international crises and reform international
00:36institutions, including the United Nations.
00:39The official launch of the Moroccan National Strategy 2030 is a new horizon to push forward
00:46in the speed of development in the Kingdom.
00:49The Israeli army is ready for a possible land strike on Lebanon in light of the increasing
00:56number of victims of the bombing, between killed and wounded, and a joint European-American-Arab
01:01call for a temporary ceasefire.
01:09Denmark has confirmed that it considers the self-governing plan proposed by Morocco in
01:152007 as a serious and reliable contribution to the ongoing international path and a good
01:20basis for a solution agreed upon by all parties.
01:24The Minister of Foreign Affairs, the African Union and the Moroccans living abroad, Nasser
01:29Bourita, and the Minister of Foreign Affairs of Denmark, Lars-Luke Rasmussen, reiterated
01:34in a joint statement that was adopted yesterday following talks held in New York at the 79th
01:40session of the United Nations General Assembly.
01:43They reiterated their support for the series led by the United Nations and the personal
01:48security mission of the United Nations for the Moroccan Sahara, Stephen de Mistura, as
01:52well as efforts to reach a peaceful solution that is accepted by all parties to this conflict
01:58in accordance with the decisions of the UN Security Council and within the framework of the
02:03international dynamic led by His Majesty King Mohammed VI.
02:10This was confirmed by Samuel Werberg, a spokesman for the United States.
02:14He confirmed that Washington has many common interests with Morocco, including the
02:20efforts to end international crises and reform international institutions, including the
02:25United Nations.
02:28I had the opportunity to hear the official address from the Kingdom of Morocco, and the
02:34Prime Minister, Mr. Akhenouch, was expressing the vision of His Majesty King Mohammed VI
02:43about the Moroccan ambitions regarding all the important issues in the region and in
02:49the international community in general.
02:54The United Nations, from this address, has many common interests with the Kingdom of
03:00Morocco, including the continuous efforts to end wars around the world, especially in
03:08the Gaza Strip, and the continuous efforts to see reforms in all international institutions,
03:14including the United Nations.
03:17We are also very much looking forward to what we heard from the official Moroccan address
03:22about the south-south coordination, because the United Nations in this administration
03:28believes that not all solutions to the challenges of climate change, or the economy, or the
03:35epidemics will come from the United Nations.
03:40No, we expect that a country like the Kingdom of Morocco, which has a deep and important
03:45experience, will share it with other countries in the south.
03:50So this is a very nice thing, and indeed, I feel that we have many common interests
03:56between the United Nations and the Kingdom of Morocco, after we heard this official
04:02address.
04:06In another topic, the Minister of Youth, Culture and Communication said, thanks to the
04:12social strategy, the state is investing in local and university hospitals, and he added
04:18to a special program on BDN TV, he added that the country needs a Moroccan model for
04:24medical training, as well as high-quality training.
04:54We are in need of nurses and nurses, so the formation must be improved and accelerated.
05:11The international standard contains many models, and today's learning is done in a
05:15rapid way.
05:17As you can see, there are two models, the American and European, and other models.
05:21We have chosen a specific reform.
05:24The Anglo-Saxon American model goes towards the baccalaureate, and the European model
05:28relies on the wireless system.
05:31It must be a Moroccan model that meets our needs, and we are talking about high-quality
05:36training.
05:39Digital transition is a major boost to the socio-economic development of what it offers
05:46opportunities that open up new horizons to push ahead with the development cycle in
05:50Morocco.
05:52King Mohammed VI pointed out in several occasions the role of digital technology in
05:58enhancing success and improving the quality of public services and making it easier to
06:03access, as well as increasing productivity and competitiveness in the economy.
06:09Details in the following report by Abdelmoula Boukhriss and Faisal Abroj.
06:13The Moroccan Digital Strategy 2030 aims to make Morocco a regional digital hub for
06:17accelerating economic and social development.
06:20The strategy aims to develop digital public services to make everyday life easier for
06:25citizens and contractors by creating clear and easy-to-access routes in the civil and
06:31rural sectors.
06:33It also aims to develop digital public services to facilitate the development of the economy
06:39and to improve the performance of the Moroccan administration in the world markets.
06:46The strategy is ambitious and one of its major goals is to complete the digital public
06:52services in order to improve them, to bring them closer to the citizens, to reduce the
06:57processing time, and to serve the citizens.
07:00The second major goal is to develop the digital economy of our country to create 240,000
07:07direct job opportunities for young people in different parts of the Kingdom, in different
07:13sectors, and to train young Moroccans in different parts of the Kingdom in the field of digital
07:20services, including university training and rehabilitation.
07:25The Moroccan Digital Strategy 2030 aims to develop the digital economy, which will enable
07:30Morocco to become a producer and exporter of digital services, contributing to the strengthening
07:35of the national economy and creating job opportunities, which will reach 240,000 direct
07:41job positions by 2030, in addition to contributing 100 billion dirhams in the raw income.
07:53The most important pillars are the administration's digitalization, the support of innovative
07:59initiatives, and the creation of competencies in the digital field.
08:03We need to create more than 100,000 people a year, which shows the importance of the digital
08:09economy in our economic system, and also all that is creativity and innovation to attract
08:15the largest number of investors in the technological fields.
08:20The Moroccan General Trade Union is committed to this goal and strongly believes in it.
08:26The Moroccan Digital Strategy 2030 is based on three supports and incentives, including
08:31the speed of digitalization in our countries, through the support of digital talents, and
08:36the qualification of digital infrastructure for communications and the provision of cloud
08:41services or centers for computing services within the national soil.
08:47And for more on this topic, we have Mr. Hussein Assaf, an expert in the field of digital
08:52technology. Mr. Hussein, welcome.
08:56Hello.
08:58Mr. Hussein, you were among those who participated in the first strategy for a digital Morocco
09:03called by the United Nations in 2003. Now we would like you to explain to us the concept
09:09of digital transition and how to simplify our digitalization to reach the citizens of
09:14Morocco.
09:16In fact, this digital strategy did not come from a vacuum. There are about four strategies
09:22that have been preceded in the Moroccan level. Morocco participated in the first global summit
09:28in 2003 in Geneva and is committed to the commitment to the participation of active
09:34economists and activists in the civil society to implement the digital strategy.
09:41Now, in 2030, I would say that it is mature in all aspects because it includes the main
09:47goal, which is the citizen, the service of the citizen, and digitalization in order to
09:53develop the economy of the country.
09:58The dialogues that we have had with the citizens of Morocco have been based on the
10:06strategy, which is the first of the public services. We now know that Morocco has now
10:12achieved the first African and 50 globally in the field of digitalization, and this is
10:18an honorable position. In digitalization, digital services have exceeded 600 services
10:24in the world.
10:26In addition to this, Morocco has also achieved the first in the world in the field of
10:31digitalization, and this has exceeded 600 services in Morocco, and it is a candidate
10:39for development.
10:41The second focus is to strengthen digital skills, especially for young people.
10:50As the Minister of Education said, about 11 billion dirhams have been allocated to
10:58institutions.
11:00Yes, Mr. Hussein, before we go into details, I would like to talk point by point.
11:05Regarding the digital transition in the national strategy framework for digital Morocco
11:09in 2030, it will be reflected positively on the country's economy and will benefit
11:15economic actors.
11:17Tell us about how the implementation of digital results or the implementation of digital
11:21services will benefit contractors and investors and pay for development in the country.
11:27Absolutely.
11:28Now, all experts agree that digitalization should be its main, first and last goal,
11:36which is human.
11:38That is, improving living conditions, income conditions, and providing job opportunities
11:44for young people and strengthening skills.
11:48We can call this the human of digitalization, and this is a happy thing instead of random
11:55numbers.
11:57So there are three areas that I will wait for your questions to answer.
12:04Regarding the economy, how will it be reflected on the economy?
12:08How will the economy improve?
12:10How will the economy be pushed in the country's economy?
12:13First, public services.
12:16If there are no effective and open public services for citizens, and not only for citizens,
12:25but even for economic actors of all kinds, the digital economy, the industrial economy,
12:30and so on.
12:32This encourages investors to invest in Morocco, which, thank God, has become a gateway for
12:39all of Africa, which is dominated by all countries in the world.
12:44So, strengthening the dynamism of the digital economy is, after human, another bet that
12:54our digital economy must succeed in.
12:58There are other incentives that we will mention later.
13:03Mr. Al-Hussein, to what extent will this step open the way for the formation of digital
13:10economies from the generation of young people, and the establishment of advanced technology
13:14and the security of job opportunities for young people?
13:17I say that the strategy has taken this point seriously, because it has set 11 billion
13:26dirhams for this formation, for the benefit of young people, because they are the next
13:31generation.
13:32They are the economic actors, the administrative actors for tomorrow.
13:35So, we must train them to be motivated to accelerate our digital economy with their projects
13:44and their contributions in this comprehensive process that includes everyone.
13:52We are in a ship, everyone must work to save the course of the ship to its destination.
14:05Mr. Al-Hussein, is there a strategy to update the technological infrastructure in the Kingdom?
14:11Thank you for this question, because now the basic requirements, whatever the good intentions,
14:19if there is no technological infrastructure and communications, then the government must,
14:27if the government has thought about this strategy, point to the development of the 5G network
14:35and the connection of 1,800 regions in Morocco, outside of the coverage of telecommunications
14:43now, and a huge budget has been allocated to integrate them in this development process.
14:51In addition to the situation, we know that Morocco is being defended by our soldiers,
14:57our weapons, and our public policy, but we must defend it with an infrastructure that
15:07welcomes and understands the technology and the digital tools that are related to development.
15:19Development has become impossible if there is no infrastructure of cloud computing,
15:27of telecommunications services, and we are very happy.
15:31We have heard a lot that the strategy will announce the fifth generation of telecommunications in Morocco,
15:40and this is an important step towards digitalization.
15:49Digitalization is a tool and a means, and it is not an end in itself.
15:54Mr. Al-Hussein Al-Saif, an expert in the field of digital technology, thank you very much.
16:02We move to the Middle East and the latest field developments in Lebanon,
16:07where the Israeli army announced that it is ready to launch a possible land attack on Lebanon,
16:12where its aircraft arrived on Wednesday in Tawaleh for intensive raids against targets belonging to Hezbollah.
16:18And as a statement to the Israeli army, he announced a transfer from President Erkan Herzihalavi
16:23that it is preparing for a possible entry of the forces and also the continuation of the Hezbollah strike
16:28until the Pentagon considered that an Israeli land operation inside Lebanon does not seem possible.
16:36This is what Khaldoun Zineddine, a reporter for Media NTV from Beirut, pointed out,
16:39that the danger of increasing Israeli escalation in Lebanon is continuous
16:43after the Israeli raids on areas that have not been targeted before
16:48in developments that have raised the number of killings and civilian displaced people.
16:53The scene of the raids is still continuous.
16:57The raids did not stop until last night,
17:02focusing specifically on the southern areas, the Beqaa and Baalabek areas.
17:06And recently, an area that has not been targeted since the beginning of these confrontations,
17:11the area of Joun and also the outskirts of the city of Jubail, north of Beirut.
17:16These developments, of course, have raised the number of killings and victims
17:21and also the number of displaced people who have exceeded 100,000
17:27and according to estimates may reach 150,000,
17:31despite the fact that they are fleeing death,
17:35from the southern areas, from Saida and other areas,
17:39they are moving towards the safest areas.
17:41But in practice, where are these safest areas?
17:44Wherever we are in Lebanon, we hear the sounds of warplanes,
17:48we hear the sounds of bombings and explosions and so on.
17:51In general, the picture is between the continuous bombings,
17:55between the continuous displacement, which all eyes are looking at,
17:58in order to ensure what the displaced people need.
18:01As for the development of Al-Lafit Square, which merged the past hours,
18:04it is, as you pointed out to us a little while ago,
18:07the launch of Hezbollah's Qader-1 missile.
18:09And there is a gradual launch of these missiles.
18:12We started after the Aqsa bombing operation,
18:15reaching 45 km with a military base.
18:18After that, 65 km, and today, the ballistic missile was launched.
18:23This may be a message that Hezbollah still has some abilities to confront Israel.
18:29This, and the United States, the European Union,
18:32and a number of Western and Arab countries issued a joint call
18:35to implement a temporary ceasefire for 21 days in Lebanon,
18:39as they threaten the conflict and the circle in Israel and Hezbollah
18:42by dragging the region into a wide-ranging war.
18:45The joint call also warned that the situation between Lebanon and Israel
18:49poses an unacceptable danger to a wider regional escalation.
18:53This is not in the interest of anyone.
18:55All parties, including the governments of Israel and Lebanon,
18:58are called to support a temporary ceasefire immediately,
19:02in accordance with the decision of the International Security Council No. 1701
19:06and the implementation of the decision of the International Security Council
19:09to stop the ceasefire in Gaza.
19:15On behalf of the Arab General Security,
19:17the United Nations, António Guterres,
19:19about his concern about the escalation in Lebanon
19:21after the intense Israeli strikes,
19:23fear of launching a wider-ranging war in the Middle East.
19:27It is clear that the imminent escalation between Israel and Hezbollah
19:31opens the gates of hell in Lebanon,
19:33and pointed out that diplomatic efforts have intensified
19:36to launch a temporary ceasefire.
19:41To Sudan,
19:42where the Sudanese army carried out a violent attack
19:45on the fast-reaching forces inside Khartoum
19:48in the largest recovery operation since the outbreak of the war
19:5217 months ago.
19:54According to a military source,
19:56the army forces crossed two main bridges over the Nile River,
20:00the separation between the parts of the capital
20:02subject to the control of the army
20:04and the control of the fast-reaching forces.
20:06Residents said that the confrontations began suddenly today,
20:09in what appears to be the first major attack on the army
20:12in months to recover the parts of the capital
20:15controlled by the support forces.
20:17The army had recovered in February
20:19most of the city of Omdurman,
20:21located on the bank opposite Khartoum,
20:23and part of the Greater Khartoum.
20:29US President Joe Biden announced
20:32an increase in aid to Ukraine,
20:34including about $8 billion
20:36for long-range military aid and new ammunition,
20:40before a meeting with Ukrainian President Volodymyr Zelensky.
20:44Biden confirmed in a statement
20:46that he announced an increase in security aid to Kiev
20:49and a series of additional deliveries of Ukrainian aid
20:53to victory in this war,
20:55without announcing a green light grant
20:58for the use of long-range missiles
21:01manufactured by the US against Russia.
21:08The Russian army announced
21:10that it has control over two other villages in eastern Ukraine,
21:14where its forces advance.
21:16The Ministry of Defense in Moscow
21:18said that its forces liberated the regions
21:20of Kostriy and Grigoryvka in the Donetsk region.
21:23It said that Ukraine is facing a dangerous situation
21:27in Vogledra,
21:29a former coal mining town
21:31located in the Donetsk region,
21:33where fierce battles are taking place.
21:36The British military intelligence unit said today
21:39that it is highly likely
21:41that the Russian forces are now threatening the town
21:44from three directions.
21:49In Tunisia,
21:5013 people have been injured
21:52on the Tunisian coastline.
21:54It is likely that they are citizens
21:56from South Africa, the Sahara.
21:58A security source said
22:00that a search has been launched
22:02to find out the cause of death
22:04and what is the state of the bodies
22:06of the legitimate doctor
22:08in order to carry out the necessary analysis.
22:13Back to the Moroccan East,
22:15where the third version of the film
22:17is being held,
22:19organized by the Italian Cultural Center
22:22and the Italian Travel in Morocco.
22:24This meeting highlights
22:26how cinema is an innovative form
22:28that contributes to the empowerment
22:30of people to live with each other
22:32and to rediscover the universe
22:34of human experience.
22:36A report by Ayoub Derraza and Idriss Bayout.
22:40The High Institute of Visual and Audio Engineering
22:43is hosting the third version
22:45of the Middle Eastern Film Festival
22:47in Morocco.
22:48It is a year-long event
22:50to provide a space for cultural exchange
22:52between different Middle Eastern countries.
22:54Today we have a show,
22:56and tomorrow a masterclass.
22:58A group of filmmakers
23:00from all over the world.
23:02This is very important
23:04because the students
23:06will be confined
23:08to their homes
23:10for the rest of their lives.
23:12What is important
23:14is to work on the ground,
23:16to produce and film,
23:18and not to be a director
23:20or a screenwriter.
23:22This is the training
23:24and the method we have.
23:30Here in the exhibition hall
23:32of the institute,
23:34students and cinephiles
23:36participate in the Middle Eastern Cinema
23:38through a rich and diverse program
23:40that includes films
23:42as well as a competition
23:44for films produced by the institute
23:46last season.
23:48This is an opportunity
23:50for ISMAC students
23:52because they have the opportunity
23:54to share their experiences
23:56with ISMAC,
23:58the Institute of Visual and Cinema,
24:02as well as to share
24:04the culture of different opinions,
24:06different stories,
24:08and different stories.
24:10The most beautiful thing
24:12is the cultural sharing
24:14between the students
24:16of ISMAC,
24:18the Institute of Visual
24:20and Cinema,
24:22and the festival
24:24and the films
24:26that you want to see.
24:28We exchange cultures
24:30and opinions.
24:32This is very useful for us
24:34as students of ISMAC
24:36because we learn
24:38a lot from the producers
24:40and we share a lot of feelings.
24:42For the third year in a row,
24:44cinephiles meet in Rabat
24:46to celebrate the most prominent
24:48cinematic directions
24:50that have emerged
24:52on the Middle East.
24:54This date reflects
24:56the place of cinema
24:58as a magnificent creative form
25:00that contributes
25:02to enabling humans
25:04to coexist with each other
25:08See you in the Middle East.
