00:00The Department of Transportation again ordered the implementation of revised guidelines for toll expressways in the next year.
00:10According to Transportation Secretary Jaime Bautista, penalties for violating the Joint Memorandum Circular 2024-001 in January 2025 can be effective.

02:25This will help not only the LGUs, especially here in Metro Manila, but also the MMDA, LTFRB, LTO, and the police
02:36to ensure that number one, there will be no violence, which basically there won't be any today,
02:42and to meet the needs of our commuters in some places where there are rallies.
02:51As of this afternoon, Ms. Dina, the situation is good.
02:54The situation is zero stranded passengers.
02:58But we are still prepared for anything today.
03:03In your assessment from the Transport Strike that is being conducted today, how are our listeners?
03:11Are there any places that were reported to be affected by this strike?
03:18We did not monitor or report any stranded passengers in Metro Manila, especially in Metro Manila.
03:27Earlier this morning, it was normal because it was a Monday rush hour.
03:32Our situation is normal regarding the riding of our commuters.
03:37There are many people who are attending rallies. Very few people are attending rallies today.
03:42So maybe on the part of our citizens, this is becoming normal.
03:49They accept the fact that we have two groups that will do mass action once in a while
03:57so that their needs will be met.
04:01Okay. So this is all we can say about DOTR's call for some groups to make franchise consolidation optional
04:11under the Public Transport Modernization Program.
04:16The heart of the program, if I may say, in our Modernization Program for Public Transport Modernization,
04:26is the consolidation, the collaboration of our operators and drivers to form a cooperative or a corporation,
04:37which will make them more equipped, more ready, and more knowledgeable
04:44so that they can run their business and sell to our commuters.
04:50That is consolidation.
04:52Eighty-three percent of the entire Philippines decided and consolidated.
04:58This group has been saying that they never or never want to consolidate.
05:07That is why they went to the Supreme Court.
05:10Since last year, they have already filed in the Supreme Court because it became clear since last year
05:16that the government will stick to its rule for the program.
05:21They have already declared that they will not join any extension.

05:56and it's getting stronger and more people are helping our program.

06:14First of all, joining is because it's part of the program.
06:21So the decision that they don't want, it's in their hands.
06:25It's not in the hands of the government.
06:27We are here to convince, which we have been doing, of the goodness of the program.
06:33That's why we are ready to join.
06:35They really don't want to join.
06:37In this case, there are only two groups.
06:42They cannot force what they want because that's what they want.

06:50This is good for the program, for the citizens and for the computers.

07:18and do what they've been doing for the past years because they are illegal.
07:22Okay. So how is the second phase of the Public Transport Modernization Program?
07:29Where are we now?
07:31The second phase is another important program called Route Rationalization or Local Public Transport Plan.
07:42This is an important component because this is where DOTR, LTFRB, and LGUs in the entire Philippines will help
07:52so that we will know in each route,
07:55will the number of vehicles be increased because there are more people,
07:59or will it decrease because those who live in those routes have increased.
08:04And will we add what is called developmental routes
08:09or routes that need to be added because there are houses or businesses in those routes.
08:16This is very important because we will now know the proper number.
08:21We can increase or decrease.
08:23After this phase, we can say that the number of vehicles on the streets is correct.
08:32Not too many, not too few, meaning we will meet the requirements of the computers.
08:37But also, other than that, we can reduce the number of vehicles that we don't need.
08:44So what we've been saying, this program of the government will help in fixing the traffic.
08:52That is our stage now.
08:54This will take two, maybe maximum of three years,
08:58so that after this study, the LGUs and our government will help.
09:04After this, that is when the modernization or replacement of vehicles will start.

09:18First of all, the promise of this program is to the computers.
