00:00A.I. Deepfake is one of the biggest threats in the 2025 midterm elections.

00:07That's why the Cybercrime Investigation and Coordinating Center of the Department of Information and Communications Technology

00:14is looking for technology to fight it.

00:17This is Denise Osorio for Detali.

00:21Our government is spending P10 million per year

00:27for particular technologies so that artificial intelligence or A.I. can learn

00:34about the happenings on the internet

00:37such as scams, disinformation, and deepfakes.

00:42And the P10 million budget is not enough to fight it.

00:47But this is what the Cybercrime Investigation and Coordinating Center of the Department of Information and Communications Technology

00:55or CICCDICT said.

00:57Because of the lack of budget, especially now that the election is coming.

01:02Maybe we can ask DBM or Congress to increase our budget.

01:08Remember, it's limited.

01:10Our budget is low.

01:14Our issue is, once we acquire technology, we are also studying if we can produce.

01:23So we are at that stage.

01:25In the meantime, due to our limitations, that's it.

01:31The CICCC and the Commission on Elections will continue to discuss

01:35the regulations on the use of A.I. technology in the upcoming election

01:40to monitor the content being uploaded on the internet.

01:44Because A.I. is used to make credible videos using a software

01:49where a person's face can be replaced in a video.

01:53A deepfake is a form of artificial intelligence.

01:57Remember that.

01:59It means we have a software that can manipulate

02:04a voice or a picture of a person into 3D.

02:10Technology is getting better because avatars look like real people.

02:18Even voices can be imitated.

02:22According to CICC Director Alexander Ramos,

02:25we already have the technology we need to fight this.

02:30But we still need to expand our knowledge

02:33so that we can continue using it even after the election.

02:37Even if we have the capacity,

02:40changing technology is fast.

02:42That's why we need to be flexible in adapting.

02:45That's why the technology we are using is subscription-based.

02:49And it won't expire next year

02:52because more than a year of subscription is not allowed.

02:57We have the present technology,

02:59but as I mentioned earlier,

03:01technology will evolve fast.

03:04What could be applicable now will not be applicable next month.

03:08According to CICC,

03:10online platforms should still be careful

03:13because it's not just the text messages

03:15that are being scammed by those who want to take advantage.

03:18It is advised to report any misinformation,

03:22deepfake videos,

03:23and scams in the acceptance of DICT.
