00:00Unscrupulous rice traders have figured out hoarding their imported merchandise or orders
00:05in the PPA storage.
00:07Just another ploy these importers are milking to the hilt to justify their price gouging,
00:13overcharging and fleecing of the Filipino consumer, which the PPA seeks to turn around
00:19as our Clay Zilpardilia reports.
00:23There's port congestion, then there's delays, port congestion, unloading is slow.
00:30The Department of Agriculture has identified port congestion as a contributing factor preventing
00:36the full reduction of rice prices in the country.
00:40The Philippine Ports Authority has disputed this claim.
00:43We don't have port congestion, we haven't had port congestion for a long time.
00:49The Manila International Container Port and Manila South Harbor are currently operating
00:54at a 70% utilization rate, according to the PPA.
00:59Despite the seemingly efficient capacity, the PPA revealed there are 888 containers
01:05at the port, holding nearly half a million sacks of rice, equivalent to approximately
01:1124 million kilograms of imported rice.
01:16Because of this, containers have already cleared the necessary taxes and tariffs.
01:21The PPA suspects some consignees are intentionally delaying the release of the shipments.
01:27This is a so-called hoarding, because the location is different.
01:31We have containers here that have been here for almost a month and they haven't come out.
01:40And there are others here that have been here for 275 days for release and they haven't come out.
01:50Most of these consignees are just waiting for the price of rice to rise in the market before they come out.
01:58The PPA offers the first five days of container storage for free.
02:03After that, a fee of P700 will be charged for each additional day.
02:08If the storage period exceeds 10 days, a penalty of P35,000 will be applied.
02:16The consignees are waiting here inside the port rather than outside.
02:19Because it is still cheaper, even if there is a fixed storage fee.
02:24It is still cheaper to pay for storage here inside the port rather than bringing it to their private warehouse.
02:31To facilitate the prompt release of shipments, the Philippine Port Authority plans to double
02:37the penalties for shipments containing rice that do not remove their containers within five days after completing their documentation.
02:45They will also publish the names of consignees with overstaying shipment.
02:50The PPA has already coordinated with the Department of Agriculture on this matter.
02:56Maybe in the future, if they give a permit to import, they should also require the consignees to pull out.
03:06The moment the customs are released, the customs should be cleared within five days at a maximum
03:12so that it can be distributed to the market and the price of rice will stabilize and go down.
03:19In a recent statement, Secretary Teo Laurel Jr. thanked the PPA's prompt action on the information the agency provided.
03:27He recognized the agency's awareness of the potential issue of hoarding imported rice at the Manila port.
03:33He asked the PPA to prioritize the movement of these rice stocks to help increase supply for this essential food staple and potentially lower retail prices.
