00:00In Venezuela, internal divisions among the far-right opposition has led to the release
00:18of a letter signed by former candidate Mundo González Urrutia, in which he recognizes
00:23the re-election of President Nicolás Maduro.
00:28South American countries continue to battle new wildfires as authorities investigate possible
00:34human involvement.
00:39And Russian President Vladimir Putin ordered the signing of a comprehensive strategic partnership
00:44agreement with Iran.
00:52Hello and welcome to From the South.
00:54My name is Belén de los Santos.
00:55I'm from the Television Studios in Havana, Cuba.
00:58In Venezuela, internal divisions among the far-right opposition are assumed to have forced
01:04the release of a letter signed by former candidate Mundo González Urrutia, in which he recognizes
01:09the re-election of President Nicolás Maduro.
01:12The President of the National Assembly, Jorge Rodríguez, presented details and evidence
01:17of this agreement, which was closed at the residence of the Spanish ambassador in Venezuela,
01:22Ramón Sánchez Martínez, and in his presence.
01:26The parties agreed to keep in reserve some details, such as this letter signed by former
01:31candidate, which has been leaked in the last hours by sectors of the right, to their allied
01:37media.
01:38In this context, Jorge Rodríguez called upon the former candidate to be faithful to the
01:43facts and tell the truth.
01:51We continue in Venezuela, as the government issued an international arrest warrant against
01:56the President of Argentina, Javier Milley, for the theft and destruction of Entresur
02:01plane belonging to the Venezuelan state that was confiscated under the excuse of the sanctions
02:06and coercive measures of Washington against the country.
02:10Our colleague, Leonardo Urrieta, with the details.
02:17The Attorney General of Venezuela, Tarek William Saab, in a press conference informed
02:22that the measure of the public ministry is based on the United Nations Convention on
02:27Organized Crime, where Venezuela demands that all damages to the nation's patrimony be compensated.
02:35The international arrest warrant also applies to the Minister of the Interior of Argentina,
02:40Patricia Bulrich.
02:47This public prosecutor's office of the Bolivarian Republic of Venezuela announces the assignment
02:52of two specialized prosecutors in the matter, who are carrying out the relevant proceedings
02:57and are processing the arrest warrant against the following citizens based on the above.
03:01Javier Milley, President of the Republic of Argentina, Karina Milley, Secretary General
03:08of the Presidency of the Nation of Argentina and Patricia Bulrich, Minister of Security
03:13of the Nation of Argentina.
03:21The Venezuelan government raised its voice against the ultra-neoliberal policies implemented
03:27by the government of Javier Milley that have led to a deep international crisis, where
03:32the public ministry announces a series of measures within the framework of international
03:37law to stop fascism in Argentina.
03:42A prosecutor specialized in the protection of human rights has been assigned to investigate
03:47the serious human rights violations committed by agents of the Argentine state, who claim
03:52genocide and carry out policies of repression against social demonstrations and against
03:57the elderly who demand vindication and respect for their rights.
04:07The Venezuelan state expects international organizations such as the United Nations Human
04:13Rights Commission to make a statement to stop the neoliberal package being applied in Argentina,
04:19in addition to demanding that the Javier Milley government respect the sovereign people of
04:24Venezuela.
04:32In Venezuela, the second edition of the International Telecommunications Fair was inaugurated with
04:38the participation of more than 200 national and international exhibitors.
04:41During the event, the director of the National Telecommunications Commission, Jorge Marquez,
04:47announced that the point of the account of the public offer of the 5G frequency was handed
04:53over to the executive.
04:55He also highlighted the nation's progress in the use of the frequency and invited the
05:00rest of the mobile phone companies to become part of the technological wave.
05:05It is expected that on Thursday 19th, the signing of the Internet Exchange Point project
05:11will take place, which will allow for an improvement in the provision of service in the country.
05:36On Wednesday, Haiti's transitional government announced the creation of a Provisional Electoral
05:42Council, which would be in charge of organizing the first elections since 2016 in the country.
05:49Nine of the seven members were appointed by the transitional government.
05:53They represent religious groups, trade unions, journalists and farmers.
05:57The remaining two will be chosen by human rights and women's rights organizations.
06:03The Council of Ministers also approved the mandate of the body that will be responsible
06:07for organizing elections in 2026, ten years after the last election that took place in
06:14the Caribbean country.
06:25And meanwhile in Uruguay, the electoral campaigns are developing, with little more than a month
06:30remaining.
06:31But the enthusiasm in the streets is low, according to the supporters and militants
06:35of the parties.
06:36Our correspondent Mateo Grille gives us more information.
06:40In past elections, this square gathered dozens of supporters of the Uruguayan political parties,
06:49all with the same goal, to convince voters to back their candidacies with their votes.
06:53But this time, everything seems different because the public attends with certain apathy
06:57to an electoral campaign that still seems far away from the people.
07:06Very quiet.
07:07I find it more boring this time.
07:08We like politics and debates, and a little bit more of heat.
07:14I find it very calm and quiet, the discussions seem silly, they don't go to anything deep.
07:24Always within the same theme, I don't know.
07:31I find it extremely boring.
07:33I'm already waiting for the elections, to vote and get out of this, because sometimes
07:38I'm embarrassed to watch TV and see the comments and proposals, a disaster.
07:50Although the different parties have intensified their campaigning activities, there is still
07:54no electoral climate, many believe that citizens do not show interest, which is a huge problem.
08:04I think it used to be different, now with social media and all that, it seems to me
08:07that it has been changing little by little.
08:13People are not very interested either.
08:15I think we are not that interested in the political world and I think it is a huge problem.
08:22Because in the end, it is what is going to force our future.
08:25So I think we are lacking in that sense.
08:32Some candidates for the next legislative term argue that the lack of discussion of proposals
08:36is becoming evident and that this is an objective of the political right.
08:42We know that the campaign of the right is going to be like, the less political discussion,
08:46the better.
08:47The less program discussion, the better.
08:50Like you were saying, it's a campaign where you show muscles, where you show somebody
08:54surfing, somebody walking a dog, well, we are talking about something else.
09:01For others, the lack of commitment is also the result of the dismantling of spaces for
09:06participation and ideological formation.
09:10Another element that reduces the levels of discussion, participation and activity of
09:14the people is the loss of ideology.
09:16Here there are sure responsibilities of many organizations that in government have dismantled
09:21themselves from the spheres of discussion and this leads to the fact that any media
09:26discourse drags people along.
09:32Scholars mull this situation and argue that the emergence of social media determines a
09:36different type of electoral campaign.
09:41Social media leads to the weakening of certain types of campaign and the promotion of orders.
09:47Does this mean that the style of politics in Uruguay has changed?
09:49No.
09:50It can't change.
09:51But there must be both.
09:53Social networks are a tool.
09:55The tool can be used in one way or another.
09:57Here, what happens here is that the parties are very strong.
10:06In spite of this situation, everyone agrees that over the next few weeks, the intensity
10:11of the campaign will influence the population, which will end up going to the polls on October
10:1527th to elect a president, a vice president and renew the entire Senate and Chamber of
10:20Deputies.
10:21Now let's take a short break but remember you can join us on TikTok at Telser English
10:31where you will find news in different formats, news updates and much more.
10:37We'll be right back, stay with us.
10:45Welcome back to From the South.
11:03In Mexico on Wednesday, the plenary of the Chamber of Deputies approved a historic constitutional
11:08reform on indigenous and Afro-Mexican peoples.
11:12The debate lasted almost nine hours before finally being approved with 483 votes.
11:18The reform of Article 2 of the Constitution allows these historically excluded communities
11:23to cease to be entities of public interest and be recognized as subjects of public law,
11:29thus becoming holders of legal rights and obligations.
11:33These sectors will also be able to receive and execute budgetary resources and will be
11:37consulted in case of projects that affect their territory and their ways of life.
11:43After the approval by the lower house of the Mexican Congress, the reform was then sent
11:48to the Senate of the Republic for discussion.
12:08And we now move on to other topics.
12:09In Paraguay, the government announced that forest fires in the department of Alto Paraguay,
12:14located in the western region and bordering Bolivia, have been reactivated.
12:19The Ministry of Defense informed that the affected area is located some 50 kilometers
12:23to the east of the last event, due to which military and volunteer firefighters were deployed
12:29to the affected area.
12:30In addition, the agency added that the fire outbreaks are registered inside a cattle property,
12:35specifically in a retreat called El Tigre, and not in the natural monument Cerro Chobureca.
12:49At the same time in Peru, the president of the Council of Ministers, Gustavo Adrian Zen,
12:54urged the country's public ministry to initiate the necessary investigations to determine
12:59the causes of the forest fires in the country.
13:03In this sense, Adrian Zen informed that so far the fires have left at least 15 people
13:08dead and are causing serious damage to thousands of hectares of agricultural production.
13:13Likewise, the president of the Council of Ministers urged the population to become aware
13:18of the damages caused by the burning of pastures, and announced that the Ministry of the Environment
13:23will soon propose a regulation to prevent these fires.
13:33Meanwhile in Brazil, President Lula da Silva affirmed that the country was not 100% prepared
13:40to face the wave of forest fires that his government attributed to climate terrorism.
13:46In this sense, the Brazilian head of state affirmed that the state will urgently allocate
13:50some $93 million to fight the hundreds of forest fires that are spreading throughout
13:55the country.
13:57In this regard, the Minister of the Environment and Climate Change, Marina Silva, emphasized
14:01that the authorities must toughen the penalties against perpetrators of environmental crimes
14:07for intentional forest fires.
14:20We now move on to other topics.
14:26On August 6, the Kiev army invaded a part of the Kursk region, bordering Russia and
14:31Ukraine, resulting in numerous losses of personnel and weapons.
14:35Although presented as a victory by Ukrainian President Vladimir Zelensky, no one has been
14:41able to understand the military's strategic motive.
14:47The consequences of the Ukrainian invasion in Kursk have been disastrous for Ukraine
14:52itself, even though its president insists that everything is under control and has been
14:57a success.
14:59For them, a victory is the destruction of a Russian plane or two.
15:04The price?
15:05Hundreds of Ukrainians did.
15:31But the result was that, as a consequence of the relocation, the Russian army made great
15:37advances in the direction of Donetsk.
15:40The price was too high.
15:44For Russia, everything is going well, especially because we are the ones who are taking the
15:49initiative.
15:51The most important thing is that heroic people live in the Kursk region and in the Belgorod
15:55region.
16:00This territory on the border with Ukraine is the territory of heroes.
16:05Because probably not everyone would be able to stand with such dignity and courage in
16:09such conditions.
16:14Russia's flexible defense and air power hinder the advance of the Ukrainian armed forces,
16:22who even if they manage to capture positions, are quickly pushed back with heavy losses.
16:28In addition, Russian electronic warfare effectively suppresses the effectiveness of Ukrainian
16:34precision systems such as HIMARS and Storm Shadow.
16:40I sincerely believe that it is not the weapons that win, but the soldiers.
16:45And when everything works synchronously, everything has to be in unison.
16:48We arrived here on day X and literally went crazy.
16:52The first two days were hard, but then we got it figured out, reorganized everything
16:56literally in two or three days and that was it.
16:59And we were able to start correcting it.
17:04The situation with Kursk showed that the enemy does not sleep, so we must strengthen our
17:09borders properly so that we can leave this beautiful city with peace of mind and not
17:12worry that something like this could happen here.
17:18The Russian army has gained courage, which can be felt in the reports from the field
17:24and in the dynamics of the battle itself.
17:27Kiev must deliver results before the NATO summit in Vilnius.
17:31And as things stand, Ukraine faces a difficult situation when it comes to reporting on the
17:36waste of U.S. and European taxpayers' money.
17:46Russian President Vladimir Putin ordered the signing of a comprehensive strategic partnership
17:51agreement with Iran.
17:53The head of state's instructions cover federal, state bodies and organizations and also indicates
17:58that it is to be signed at the highest level.
18:01Although the Moscow declaration does not specify any date for the formalization of the document,
18:06Tehran raises the possibility that it will take place within the framework of the BRICS
18:10summit to be held in Russia in October.
18:14The Kremlin has made public the decision of the Russian president a few days after the
18:19announcement of new Western sanctions against Iran for an alleged supply of ballistic missiles
18:25to Russia.
18:31We have a second short break coming up, but before we invite you to visit our YouTube

19:13Welcome back to From the South.
19:14In Iran, the foreign ministry spokesman Nasser Khanani highlighted the inefficiency shown
19:19by world organizations in the face of the genocide perpetrated by Israel against the
19:24Gaza Strip.
19:26During his appearance at the international conference, a just peace is a common universal
19:30speech, he stated that the crimes committed by the Zionist regime against the people of
19:35Gaza highlight the organized insecurity that has caused widespread destruction and loss
19:41of life.
19:42Khanani also warned that the insecurity and the spread of war in the West Asian region
19:47has been increasing compared to previous years.
19:50Khanani also denounced the support of Western countries for Israel to commit this genocide
19:55in Gaza.
19:56We now move on to other topics.
20:13The first coffee summit of the community of Latin American and Caribbean states is held
20:18in Honduras, in the city of Tegucigalpa.
20:21The summit will last until next Thursday, where coffee producers of the country and
20:25national and international authorities of the guild met to discuss various topics on
20:30the item, among which are the UN regulations and effects of climate change.
20:35The Honduran government said that Honduras currently records an increase in grain prices
20:40as well as the opening of new markets.
20:51And like this, we have come to the end of this news brief.
