00:00National Indigenous Peoples' Month,
00:02this coming month of October,
00:04we will discuss with the Sub-Commission on Cultural Communities and Traditional Arts,
00:09Commissioner Reden Ulo of the National Commission for the Culture and the Arts.
00:14Commissioner Reden, good afternoon and welcome to Bagong Pilipinas today.
00:19Good afternoon, Madam Hueng Hidalgo and to all the participants of Bagong Pilipinas.
00:26So, I am Commissioner Reden Ulo, a pure-blooded Nepali.
00:30I am a blood relative.
00:32And now, I will be sharing with you the National Celebration for the National Indigenous Peoples' Month,
00:41which is preheaded by the National Commission for Culture and the Arts,
00:44particularly on the Sub-Commission on Cultural Communities and Traditional Arts.
00:48So, basically this year, for DIAL 2024,
00:52this will be scheduled in October 3, 4, and 5 at the Municipality of Lake Cebu, Province of South Cotabato.
01:00It is a celebration where Indigenous Peoples will be gathered together
01:06and this will be composed of different or various components for DIAL 2024.
01:13This also includes the promotions and the works of our Mandilika Anang Bayan.
01:18At the same time, the works and the contributions of the Schools of Living Tradition across the country.
01:25So, basically for DIAL 2024, we are expecting 270 or more than 270 delegates across the country
01:33from different Indigenous cultural communities.
01:36And as the host municipality in the Province of South Cotabato, Bakit Lake Cebu.
01:42So, we are highlighting that Lake Cebu is the home of the living treasure
01:46and the Province of South Cotabato is the land of the dream weavers.
01:50For this celebration, we have a theme, Katutubong Filipino, Pagtibayan ang Tagumpay 2030.
01:59It reflects a forward-looking communities in shaping our sustainable and inclusive future.
02:06As we approach 2030, a critical target for global goals like the UN Sustainable Development Goals.
02:15And this theme also emphasizes the need to empower us as Indigenous people,
02:20where our Indigenous knowledge system and practices are crucial for addressing challenges
02:27such as cultural depreciation, climate change, biodiversity and social inequality.
02:34So, by this theme, we are also strengthening the success by 2030,
02:41recognizing the vital contribution of the Indigenous cultural communities or the Indigenous people
02:46across the country for cultural stewardship, preservation, promotion and even protection
02:52for our culture, our adventure and even our nature.
02:56For this DIAL, basically we have our partners organization.
03:00I made mention we have the NCIP, the National Commission for Indigenous People,
03:05the Commission on Higher Education, the TESDA Department of Education,
03:09National Commission for Muslim Filipinos, Department of Tourism.
03:13We have also DTI, the Provincial Government of South Cotabato.
03:17We have the local government of Lake Cebu and the CLOWIL organization.
03:22So, this DIAL brings together various, again, Indigenous peoples,
03:28which also reflects our unique and rich cultural heritage like our traditions,
03:33our languages, our music and dances, arts and crafts.
03:37And with the presence and this event will be graced by 10 Malilika ng Bayan or the National Living Treasure.
03:45DIAL is not only celebrate the diversity of being Indigenous people communities
03:51but also emphasizes our role, our vital role as Indigenous people in terms of preserving,
03:57safeguarding the nation's cultural heritage and identity.
04:02Okay.
04:03And, yes, ma'am.
04:05Yes, sir.
04:07Can you enlighten us, especially for those who do not know,
04:11what are the beautiful cultures and traditions of Tiboli that you would like to share with us here in the program?
04:21Okay.
04:22So, we have a lot of rich and unique culture as Tiboli.
04:28So, Tiboli is one of the Indigenous people lives in the province of South Cotabato.
04:34First of all, we are soft-spoken, we are peace-loving people
04:38and we have this rich cultural heritage like weaving of tinalak.
04:43Tinalak is a woven dream or a cloth by a Tiboli weaver and this is our identity.
04:51When you heard about tinalak, this is Tiboli and most of the designs of tinalak are from the dream.
04:57That is why we are called Tiboli Dream Weavers.
05:00All of our designs for the tinalak cloth are from the dream because of the spirit known as Fudalo.
05:08Fudalo is the spirit of Abaca who guides the weaver to do the intricate designs.
05:13And not only the weaving of tinalak where Tiboli is known in national or even international platform,
05:20we also have dances or Tiboli dances, Tiboli music,
05:25even the chants where in fact, we have four national living treasures
05:31that we became known because of this Manilika ng Bayan.
05:35Made mention, we have late Boe Langdulay for tinalak weaving.
05:40Now, we have three newly declared Manilika ng Bayan last year.
05:45So, Boe Rosie Sula for Tiboli chanting, Dato Bundus Farah for brass casting,
05:51and Boe Barbara Ufung for tinalak weaving.
05:54That is a good manifestation that the Tiboli culture in Lake Cebu or even in the province of South Cotabato is still alive and kicking.
06:04And we have also traditional cuisines and the traditional games still in our community.
06:13And we are very proud and honored that Tiboli are still using our native language
06:18because language is the soul of being an indigenous people.
06:21So, at home, we are speaking our own language where in fact, we embrace it.
06:27Kaya buhay na buhay ang dunong ng mga Tiboli sa South Cotabato.
06:34Bukod po sa Tiboli, ano pa po yung mga indigenous group sa South Cotabato na kasing active niya po?
06:42Yes, so we are also proud sa blaan.
06:46So, in South Cotabato, mayroon po kaming kapatid na mga blaan na malapit din sa amin.
06:51In fact, mayroon din silang Manilika ng Bayan, si Manilika ng Bayan Fuya Bing.
06:56At saka, mayroon din silang isang Manilika ng Bayan for matweaving, si Manilika ng Bayan Estelita Bantilan.
07:02Sila po ay very active din in terms sa promotion and safeguarding ng Filipino culture,
07:07particularly in Region 12 or in Sok Sargent area.
07:11Nagweave din po sila, di ba?
07:14Yes po, nagweave din sila.
07:16Kaya gusto ko pong tanongin yung suot po ninyo kasi I'm a fan of your work sa Tiboli po, sa South Cotabato.
07:23In fact, today may press conference ang Hobby Council of the Philippines
07:27at magkakaroon ng Hobby Fair featuring po yung mga products d'yan, yung mga ikat, yung mga mats po ninyo,
07:35yung mga damit po ninyo this coming October d'yan sa Glorieta.
07:40Yung suot po ninyo ngayon, gusto ko po yan, very intricate, parang meron siyang hand embroidery,
07:46meron din siyang parang beadwork, tama ba?
07:49Yes, ma'am. Ito ay handmade or hand embroidery gawa ng isang Tiboli sa Lake Cebu.
07:56It took three to five months bago matapos itong design na ito.
08:00At mga, ang design na ito ay mayroon sa connection sa buhay namin as Tiboli.
08:05So mayroon siyang ibig sabihin, may meaning.
08:08So hindi na siya basta-basta na design, kundi ito ay part ng aming buhay.
08:12At saka yung nasa ulo ko naman, ito ay ulaw.
08:15Ito ay handwoven product ng schools of weaving tradition.
08:19So basically, ito namang sinuot ko.
08:21Ito ay gawa ng isang malilika ng bayan na si Bundo Sfara for the brass casting.
08:26So ito po ay lahat ng produkto ng aming mga cultural experts or cultural masters
08:32na kung saan patuloy pa rin ang pagawa or pag-practice ng aming kultura
08:38bilang mga Tiboli or bilang mga Pilipino as a whole.
08:41Bigyan ko kayo ito ay design na kung saan they are interconnected with one another.
08:46So ito ay we call this design gamawat for tinala or for embroidery
08:53where everybody is connected with everything else.
08:56So lahat nito ay may meaning, may ibig sabihin, kaya we are embracing it as part of our life.
09:02Maraming salamat po.
09:04Sir Aden, ano naman po yung iba't-ibang mga paraan na maaaring gawin natin mga Pilipino
09:08in observance of the celebration of National Indigenous Peoples Month?
09:14So basically maraming po tayong strategies or platforms
09:17in order for the indigenous peoples to really sustain and continue
09:21doing our indigenous knowledge system and practices.
09:24Number one, kailangan ito yung mga bata, yung mga youth, IP youth
09:29should continue loving and practicing their culture.
09:32So kaya nga mayroon tayong dayaw para ipakita sa buong mundo, sa buong Pilipinas
09:36na ang pagsama-sama ng lahat ng mga indigenous peoples across the country.
09:41Na ipapakita din nila ang kanilang sariling sayaw, yung kanilang sariling music
09:47or even their art works or their craft, et cetera.
09:51So ito naman, maraming po tayong components for dayaw.
09:54Mayroon tayong cultural performances, traditional games or traditional sports,
09:59indigenous cuisine or arts demonstration.
10:01Mayroon po tayong IP forum where yung mga IP youth ay makaroon ng cultural awareness,
10:06recognition for cultural experts and masters,
10:09proper wearing of traditional attire coming from different indigenous cultural communities.
10:14We have also exhibits for SLT and Malilika ng Bayan,
10:18and mayroon po tayong outreach program sa iba't-ibang cultural institutions sa South Cotabato.
10:24So yun po ang ating mga components wherein ma-appreciate ng ating mga participants
10:29or agents itong Dayaw 2024.
10:33Sa kasulukuyan, can you give us po ilan sa mga problema or challenges
10:39na hinahangrap ngayon ng mga IP sa bansa?
10:42At ano po ang hakbang ng NCCA tungkol po dito?
10:48One of the most challenging or threatening problems for culture and arts,
10:56especially for the IP, is the cultural depreciation.
11:00There is a gradual depreciation or losing of our culture because of different impacts,
11:07because of different causes.
11:09But basically, ito naman for example, nawawala na yung aming lingwahe
11:15because the youth are no longer appreciative sa paggamit ng native language namin.
11:22So yun, kasi pag mawala ang native language, mawawala din ang identity,
11:27your identity as indigenous people.
11:29But we are very thankful and grateful to the National Commission for Culture and the Arts
11:34and other line government agencies na mayroon po tayong mga intervention on this problem.
11:40For example, the Schools of Living Tradition.
11:43Itong Schools of Living Tradition, this is a community managed where tinuturo doon,
11:48yung ating mga guru doon ay hindi graduate ng four-year course,
11:52hindi graduate ng master's, but they are masters of their own culture.
11:56So sila yung nagtuturo sa mga kabataan to continue this culture.
12:00For example, pagtuturo ng lingwahi, pagtuturo ng arts and crafts like itong sinusuot ko,
12:06pagtuturo ng music or dances, etc.
12:09Yun po ang binibigay ng ating national agencies through NCCA
12:14para ipagpatuloy itong pagmamahal, itong gawain para sa kultura.
12:19At marami pang mga interventions ang ginawa,
12:23hindi lamang sa Schools of Living Tradition,
12:25pati na rin yung centers ng ating mga malilikha ng bayan
12:28na ipagpatuloy ang pagtuturo ng mga arts and crafts sa ating mga youth
12:33at sa ating mga cultural advocators at the community.
12:39Yun po. Maraming salamat.
12:41Sa ngayon, Commissioner, ano-ano po yung mga existing na mga programa
12:45na nagbibigay naman ng proteksyon sa mga karapatan ng mga IP sa buong bansa?
12:53Mayroon naman tayong mga grants and projects.
12:57For example, APCC, yung Assistance Program for Cultural Communities
13:02kung saan binibigyan sila ng funding.
13:05But basically, we are the beneficiaries of the program
13:10to continue itong gawain pang kultura.
13:13At marami pang iba, hindi lang APCC or Assistance Program for Cultural Communities,
13:19mayroon din po tayong competitive grants na mayroong nakalaan na budget
13:24para sa Northern Cultural Communities, Southern Cultural Communities
13:28and Central Cultural Communities.
13:31Binibigyan sila ng ating gobyerno through NCCA
13:35para ipagpatuloy itong gawain pang kultura.
13:39Okay. Mensahin, yun na lang po sa mga kabataan ngayon,
13:43lalo na sa mga kabilang sa mga indigenous communities.
13:50My special message sa aking mga brothers and sisters na indigenous peoples
13:56is we have to continue loving, preserving and safeguarding our culture
14:01because this culture we have is our identity.
14:05No matter what happens, we have to be resilient
14:09and we have to protect this culture, hindi lang para sa sarili natin
14:13but this is for our nation.
14:17Makidayaw na po. Maraming salamat.
