00:00We are very, very happy to see you on PanAfrican Media on TVAfrica.
00:20Welcome to the Talk Africa.
00:22In a UN report on youth and digital development,
00:26we can note that digitization transforms our world
00:29and offers unprecedented opportunities to accelerate sustainable development.
00:33Digital technologies such as mobile devices and services
00:37and artificial intelligence contribute to advancing the goals of sustainable development.
00:42In this program, we will focus on youth,
00:46which is at the heart of development strategies.
00:49And to talk about it, we have two guests on our set.
00:51Asim Saba is with us. Welcome to our set.
00:54Thank you very much.
00:55Pleasure to have you back.
00:57We met a while ago at the 3rd G54 Africa Summit.
01:01And here we are again to talk about youth.
01:04You are the General Coordinator of G54 Africa.
01:07With us is also Koulibaly Matogoma.
01:09Welcome to our set.
01:12Happy to have you on the set.
01:13A pleasure to be here.
01:16Very good.
01:17You are a member of the National Coordination,
01:19the Ivory Coast of G54 Africa.
01:21With you, ladies and gentlemen, we will discuss youth issues.
01:25We will focus on youth,
01:27which is or should be at the heart of development strategies.
01:32Every August 12th,
01:34there is an international day dedicated to youth.
01:38So, Asim, tell me,
01:40what is the meaning of this day for you as a young person
01:43and as a coordinator of G54 Africa?
01:48Before talking about the meaning of this day,
01:51I have to go back to history.
01:54What is this day?
01:56When we talk about international youth,
01:58what is it?
01:59Since 1998,
02:02there have been ministers in charge of youth
02:04who have gathered
02:06to try to give voice to youth.
02:10After this gathering,
02:13they made an alliance with the United Nations
02:16so that we can create a day
02:19to celebrate youth.
02:21Why did they decide or propose
02:23to give voice to youth?
02:27Because for them,
02:29this is a new thing.
02:31We can't do anything without youth.
02:33We must always count on youth.
02:35When we look at the statistics,
02:37youth is more than 115%.
02:39When we look at it,
02:41it also depends.
02:43When we talk about youth,
02:45in the United Nations,
02:47in the IEF,
02:49we are talking about 15 to 29 years old.
02:51In the African Youth Chart,
02:53we are talking about 15 to 35 years old.
02:57They said that this youth branch
02:59is an asset.
03:01This youth branch can contribute.
03:03This youth branch is a partner of today.
03:05Because it is this youth branch
03:07that will lead tomorrow.
03:09To be able to master the tools
03:11that our governments put in place,
03:14it is necessary for this youth branch
03:16to be at the forefront
03:18for the elaboration
03:20of all these documents.
03:22This is why they decided
03:24to associate youth
03:26in the elaboration
03:28by creating this youth branch.
03:30Every August 12th,
03:32we make a stop to talk about
03:34the achievements and also
03:36about all the challenges
03:38that youth must face.
03:40And for you,
03:42what does it mean for you?
03:44Personally,
03:46I am proud to have the youth branch.
03:48Because it gives
03:50a tonus to the youth.
03:52Because knowing that
03:54we are taking care of you,
03:56knowing that
03:58we want to associate you
04:00with all that is public policy,
04:02it is already very good.
04:04And that it is recognized by others
04:06that you are an essential
04:08member of the youth branch.
04:10And that we put everything in place
04:12to support you,
04:14it is an excellent thing.
04:16Very good.
04:18It is practically the same question.
04:20The meaning for you,
04:22especially as a woman,
04:24a day that is dedicated
04:26exclusively to youth,
04:28to promote youth,
04:30what does it mean for you?
04:32It reveals a particular character
04:34for youth,
04:36in the way that
04:38it allows us to take a break,
04:40to evaluate the challenges,
04:42and to bring potential solutions
04:44if there are
04:46any,
04:48depending on the context.
04:50It is really about
04:52for our youth,
04:54every August 12th,
04:56to try to sit down and tell us
04:58that there are achievements,
05:00but there are still a lot of things to do.
05:02That we need to move forward
05:04so that
05:06what is written tomorrow
05:08is not written without us,
05:10so that we are accompanied
05:12in the writing of the future.
05:14We are used to hearing
05:16that what is done for us,
05:18without us, is actually against us.
05:20Do you share this assertion?
05:22Of course, of course.
05:24Everyone is unanimous on this.
05:26Today, no public policy
05:28can have value without youth.
05:30Because even if we take
05:32the example of Agenda 2063,
05:34those who wrote it
05:36will no longer be alive
05:38in the next 50 years.
05:40So we are really at the heart
05:42of all the strategies
05:44put in place, whether national,
05:46international, regional or sub-regional.
05:48So we really can't do anything
05:50without youth. They understood
05:52and they said to themselves,
05:54we really need to sit down
05:56and put in place a date
05:58when we will remember the youth,
06:00when the youth themselves
06:02will propose solutions
06:04allowing us to reach
06:06better solutions
06:08relative to the difficulties
06:10they endure.
06:12Today, we still have parents
06:14in active life who are so concerned
06:16about the success of their children
06:18that they take them in charge
06:20for up to 40 years,
06:22or even more than 35 years.
06:24So the choices are made by the parents,
06:26they estimate that they are good in medicine,
06:28they are good in this field.
06:30Any state that is deploying
06:32funds for youth
06:34could sign up
06:36in this dynamic
06:38and say, I put all the funds,
06:40I don't need you to tell me
06:42your needs, I know you need it.
06:44That's what we are saying.
06:46By doing so,
06:48will the youth be happy?
06:50No.
06:52Without a word,
06:54I would say no.
06:56Youth is a passage.
06:58So the youth
07:00must make their choice.
07:02As we would say,
07:04when a child grows up,
07:06he must be observed.
07:08He must be observed
07:10by his deeds and actions.
07:12Depending on his deeds and actions,
07:14we can guide him.
07:16The child even needs a framework.
07:18When we finish this passage,
07:20we reach the age of youth.
07:22I have been a doctor for a year
07:24because I watched on TV
07:26people asking questions.
07:28There are young people
07:30who are in Master 2,
07:32they don't even know
07:34what they will become tomorrow.
07:36It's a problem.
07:38In my opinion,
07:40the youth must make their choice.
07:42If you want to become a Mason,
07:44be the best Mason.
07:46Because when you do something
07:48with faith,
07:50with conviction,
07:52it is certain
07:54that you will succeed.
07:56You will give everything you have
07:58to succeed.
08:00That's what you decided to do.
08:02People will judge you tomorrow
08:04because you decided to do this.
08:06In my opinion,
08:08the youth must make their choice.
08:10What are the advantages
08:12that young people have
08:14at this stage of life?
08:16We are children, teenagers,
08:18but when we are young,
08:20what are the advantages
08:22We are in a digital age.
08:24There are a lot of opportunities
08:26for young people.
08:28There are so many.
08:30Young people should really
08:32try to take hold of
08:34this digital period,
08:36let's say,
08:38to take these digital solutions
08:40in their own hands
08:42in order to really find solutions
08:44adequate to the difficulties
08:46they are confronted with.
08:48Especially the theme of this year
08:50for the International Youth Day.
08:52This youth is digital.
08:54To talk about what the youth
08:56is capable of doing,
08:58how it can use technology.
09:00And besides that,
09:02there are challenges in digitalization.
09:04Yes, there are challenges.
09:06Above all, there is a challenge
09:08that I really care about,
09:10digital inequality.
09:12What is digital inequality?
09:14It is that everyone does not have
09:16access to the digital.
09:18It is one of the solutions.
09:20I'm not saying it is the solution,
09:22but it is one of the solutions
09:24to the real difficulties
09:26we are facing.
09:28How does this inequality manifest itself?
09:30We are in the Ivory Coast.
09:32All young people on the territory
09:34do not have the same access.
09:36Yes, everyone does not have
09:38access to the Internet.
09:40There are young people who do not
09:42have Android phones yet,
09:44without doing too much advertising,
09:46who do not even know that
09:48even if I have not had the chance
09:50to go to a certain level,
09:52I have the ability to follow
09:54courses online.
09:56They do not know.
09:58There are still young people
10:00who are lagging behind.
10:02In addition to that,
10:04there is also the value
10:06of digital innovation,
10:08which is really valued
10:10by national and international organizations.
10:12And young people will find their way.
10:14Youth is dynamism,
10:16it is reflection,
10:18it is the desire to innovate.
10:20You are the coordinator
10:22of 54 African countries.
10:24Are the realities
10:26on the continent the same?
10:28Yes,
10:30the realities are the same.
10:32When we leave
10:34West Africa, Central Africa,
10:36Africa, the Arab Maghreb,
10:38the realities are the same.
10:40The realities are the same.
10:42It is not a question of access to the Internet.
10:44Sometimes there are also
10:46data that are a bit expensive.
10:48The realities are the same.
10:50Now let's see
10:52how the G54 Africa
10:54and the young people of Côte d'Ivoire
10:56have marked this day
10:58of August 12 this year.
11:02Thank you very much
11:04for this day of August 12.
11:06As usual,
11:08the G54 is doing great activities.
11:10In terms of general coordination,
11:12we have organized
11:14an activity
11:16where we have really associated
11:18everything that is an institution.
11:20We were lucky
11:22to have the presence of
11:24more than six ambassadors
11:26from African countries
11:28accrediting Côte d'Ivoire here
11:30and also representatives
11:32of the agencies of the United Nations
11:34who really came to see
11:36what we propose.
11:38We wanted to intervene,
11:40to really open
11:42the conversation
11:44on the theme of the day
11:46and also to share
11:48all the different opportunities
11:50related to TIC.
11:52At the same time,
11:54to talk about all the opportunities
11:56that Côte d'Ivoire
11:58and the African Union,
12:00the other countries,
12:02offer to the youth.
12:04So we organized this ceremony
12:06and this opportunity.
12:08We were eco-favorable
12:10because the young people
12:12who were here,
12:14when we did the check-in,
12:16they really appreciated it
12:18because they learned
12:20a lot of things.
12:22When we talk about digital,
12:24we can't talk without talking about AI.
12:26With artificial intelligence,
12:28we can do everything.
12:30There are young people
12:32who didn't know
12:34that artificial intelligence
12:36was offered to them,
12:38but when they came,
12:40they really saw it.
12:42We are happy because
12:44we started a click
12:46and we will continue it.
12:48In this sense,
12:50we took the opportunity
12:52to officially submit
12:54the resolutions of the third edition
12:56of our summit
12:58that we held here in Côte d'Ivoire
13:00from June 3 to 7
13:02In these resolutions,
13:04there are strong commitments
13:06that the youth tried to make
13:08to say,
13:10look at what we are doing
13:12for the development of Africa
13:14on all levels.
13:16Let's go back to these resolutions
13:18to discuss a little bit.
13:20More than ten years ago,
13:22when we were talking about
13:24young people's activities,
13:26there were governments,
13:28people of a certain level,
13:30who organized and invited young people.
13:32Today, it is no longer the same reality.
13:34What does it mean to you
13:36that you have taken everything
13:38from the initiation,
13:40from the implementation,
13:42the discussions,
13:44and sometimes among the panelists,
13:46there are also young people.
13:48What does it mean to you today?
13:50I am happy to see that.
13:52When we analyze things,
13:54we know that we have gone
13:56from a point A to a point B.
13:58Before, we were in a situation
14:00where young people were
14:02a little overprotected
14:04by the public authorities.
14:06Today, as we go along,
14:08we manage to open more or less
14:10the doors so that
14:12our voices can be heard,
14:14so that we can be heard
14:16and that the solutions
14:18we propose are also taken into account
14:20in order to achieve
14:22this prosperous and rich Africa
14:24that we are looking for.
14:26When the doors are open,
14:28what many people sometimes fear
14:30is that when the doors are open,
14:32the attitude of some young people
14:34closes the doors.
14:36Today, ambassadors, diplomatic representatives
14:38have come in confidence
14:40to young people in general.
14:42This is what shows their presence, isn't it?
14:44Yes, that's right.
14:46How does this manifest in a concrete way
14:48the confidence of all these institutions
14:50vis-à-vis young people's organizations?
14:52It must be said that
14:54it's not easy at first.
14:56It's not easy at first.
14:58Today, we see that these institutions,
15:00those who are supposed to represent
15:02their country diplomatically,
15:04here in Côte d'Ivoire,
15:06are moving themselves
15:08to come and just attend
15:10an invitation
15:12of a group of young people,
15:14because it's not an invitation
15:16of a state.
15:18Generally, when ambassadors
15:20move, it's only
15:22at the invitation
15:24of the President of the Republic
15:26or the head of the government.
15:28So, when they see the young people,
15:30the guests,
15:32we are proud.
15:34We tell ourselves that
15:36somewhere, there is something
15:38that is being done.
15:40Because the confidence, to have confidence,
15:42as you said earlier,
15:44to have confidence in young people,
15:46it's not easy.
15:48But we started from a point, since 2016,
15:50with confidence, with activities.
15:52Because
15:54in G5, we decided
15:56to bring
15:58all that we do, the majority of activities,
16:00is to plead.
16:02To plead, we do it with whom?
16:04With the decision-makers.
16:06When they see that
16:08at the beginning, we went
16:10from a point A, with such a project,
16:12with such a plea,
16:14when we see that
16:16we are almost at the end
16:18in relation to the objectives of this plea,
16:20we go to another level.
16:22When they see it, they say,
16:24this is a serious organization,
16:26we can listen to them and see
16:28to what extent we can do this fight.
16:30Because we, as young people,
16:32we want to get up, but it's not
16:34a conflict between
16:36the youth and the other generation.
16:38Not at all.
16:40So, it's...
16:42It's a transition, a collaboration.
16:44It's a transition when we talk about
16:46the intergenerational fight,
16:48because it's what we want to promote.
16:50That's why, in all our activities,
16:52we make an effort to invite
16:54those who are already involved,
16:56who also want to share
16:58their experiences, to say that
17:00it's a matter of generation
17:02and we have the duty
17:04to learn from them,
17:06to benefit from their advice
17:08and also to propose
17:10something that can really
17:12benefit everyone.
17:14For us, it's for everyone.
17:16That's why I have confidence
17:18that they are willing to come.
17:20They stayed until the end,
17:22even the main coordinator of the
17:24United Nations Security Agencies
17:26stayed until the end.
17:28So, we say that they have
17:30a particular interest
17:32in what the youth propose.
17:34You said it before,
17:36we organize and we say
17:38the youth come to participate.
17:40Today, the youth even get up,
17:42here is what we want to do.
17:44Now, we propose.
17:46When we propose,
17:48we put the emphasis on
17:50what we ourselves are able to do.
17:52So, we will not index
17:54X, X, X, X
17:56based on our misfortunes.
17:58So, we put the emphasis
18:00on what we can do
18:02to change.
18:04So, when they came,
18:06but the paradigm is changing,
18:08we have to support them.
18:10We have to support them,
18:12we have to support them.
18:14There is an official submission
18:16of documents,
18:18in which the resolutions are contained.
18:20What is the scope
18:22of this official submission?
18:24Beyond the media views,
18:26what is the deep meaning?
18:28The meaning is
18:32how can I say it?
18:36Give him the word,
18:38it is really about
18:40making sure
18:42that they can help us
18:44to move forward.
18:46That is to say,
18:48as the coordinator said earlier,
18:50we do not want to go there alone.
18:52It is not an intergenerational war.
18:54The reason why we came to them,
18:56we have presented them
18:58what we have as a project
19:00for the youth,
19:02and that together we can go there.
19:04We give each other
19:06a helping hand
19:08to be able to move forward.
19:10So we look at the whole world
19:12and say that we submit these documents,
19:14we are at your disposal
19:16in case of exchange,
19:18to deepen, we are there,
19:20but we are ready to discuss.
19:22But what is the content?
19:24You are going to make an additional question.
19:26But also tell us the content
19:28of these resolutions.
19:30Before talking about the content,
19:32it must be said that by submitting
19:34because generally we see
19:36that when we finish
19:38an activity, a summit,
19:40a youth forum,
19:42the resolutions remain in the drawer.
19:44We think about the next year.
19:46By submitting this,
19:48we aim for objectives.
19:50The document that we
19:52submit to you,
19:54in this document,
19:56there is the strategy J5K 2030.
19:58In the strategy,
20:00we have plans, a triennial plan
20:02Tomorrow,
20:04you can evaluate us.
20:06In 2016,
20:082024,
20:10you organized such an activity.
20:12Today, you come to us.
20:14What are the resolutions
20:16that have been reached?
20:18What has been done?
20:20Based on the evaluation.
20:22In fact,
20:24we also put ourselves
20:26the pressure to say
20:28that we have submitted them.
20:30In these resolutions,
20:32there are commitments at several levels.
20:34In the resolutions,
20:36there is the call of Abidjan
20:38which also takes several levels.
20:40Now, when we go back
20:42to do the evaluation,
20:44what is the degree of the head
20:46of these results?
20:48Here, they can evaluate us.
20:50We can also evaluate ourselves.
20:52A way to show your maturity
20:54and your level of responsibility.
20:56To prepare you to work
20:58What is the content of the country?
21:00The content of these resolutions
21:02There is content
21:04in two phases.
21:06The first phase
21:08is the strategy
21:10that we call
21:12the strategy J5K Africa 2030
21:14In the strategy J5K Africa 2030,
21:16we have
21:187 major
21:20intervention axes.
21:22The 16 major axes
21:24are like politics.
21:26When we draw a little,
21:28we will see specific programs.
21:30Specific programs.
21:32In these programs,
21:34we have projects.
21:36It's a strategic action plan.
21:38Yes, a strategic action plan.
21:40We are still talking about the PND.
21:42The PND is the global plan.
21:44Now, in the global plan,
21:46each sector has its own directive.
21:48Very good.
21:50Tell us about the second aspect
21:52of these resolutions.
21:54The second aspect
21:56is the recommendations.
21:58Recommendations at the level of the government.
22:00Recommendations at the level of the partners.
22:02Recommendations also at the level
22:04of the youth.
22:06What are the recommendations
22:08at the level of the youth?
22:10At the level of the youth,
22:12the youth have decided
22:14to get involved
22:16in the implementation of different public policies.
22:18This is a great recommendation.
22:20To take part.
22:22The youth want to be actors
22:24in the implementation
22:26of these great public policies
22:28of our different states,
22:30of the African Union.
22:32We will talk about the 2063 Agenda of the African Union.
22:34We will talk about other strategic instruments
22:36of the African Union.
22:38Also, other instruments of our countries.
22:40So, in the strong commitment there,
22:42the youth have decided to take part.
22:44Very good.
22:46The youth have also decided
22:48to reestablish everything that has been done
22:50here in Abidjan.
22:52Because not everyone was able to participate.
22:54It was very selective.
22:56But it was a hybrid.
22:58All the countries participated in line.
23:00But those who participated
23:02had to return
23:04the restitution
23:06to the youth.
23:08So, they have also decided
23:10to
23:12do the restitution.
23:14They have also decided
23:16to be flame carriers.
23:18So, all these commitments,
23:20when they will return,
23:22they will be...
23:24They will really...
23:26With these commitments,
23:28the ambassadors will have the right
23:30to say, from now on,
23:32when we say government,
23:34what does the youth demand
23:36that the government does?
23:38Or what does the youth demand
23:40that the government accentuates?
23:42And so on, and so on, and so on.
23:44So, these are the two main points.
23:46First, the strategy, what we have to do.
23:48And secondly,
23:50the recommendations.
23:52And also, the recommendations
23:54are included in the document
23:56we call the Abidjan Appeal,
23:58where the youth really take the commitment
24:00to be actors.
24:02Because for them, development
24:04cannot be done without them.
24:06The subject is very interesting,
24:08very well deployed, very well developed,
24:10especially since we are with the young people.
24:12The dynamic young people who deploy their strategies,
24:14their conditions,
24:16we are less than two minutes
24:18from the end of this show.
24:20There are big issues that affect the youth,
24:22especially employment, why not health,
24:24development, etc.
24:26The issue of peace and security,
24:28you live as a young person.
24:30How can young people contribute
24:32to resolving, to bring
24:34sustainable and sustainable solutions
24:36to these issues?
24:38Young people can contribute
24:40to solving these problems
24:42by getting closer to the public power,
24:44by getting closer to international organizations
24:46that have put in place
24:48strategies to really
24:50mitigate
24:52these phenomena
24:54or these difficulties
24:56that young people are experiencing.
25:00I really call on the youth
25:02to get out of their comfort zone.
25:04No one will write
25:06history for us.
25:08We have an obligation to write our history.
25:10Same for women?
25:12Yes.
25:14We are in a situation
25:16where women think
25:18they have a place
25:20by relying on favoritism.
25:22I say no.
25:24We should claim our place
25:26by actually training ourselves,
25:28by putting ourselves at the same level
25:30as men.
25:32It's not because we are women
25:34that we have the right to this or that place.
25:36It's because we have the ability
25:38to take on the responsibilities
25:40that are due to this rank.
25:42That's why we are here.
25:44So I really call on women,
25:46young girls, to train themselves,
25:48to confront organizations,
25:50to really participate
25:52in young people's activities.
25:54And to prove themselves
25:56to earn their trust.
25:58Exactly, to prove themselves
26:00and to make sure that this equality
26:02between men and women is real.
26:04We are at the end of the show.
26:06That being said,
26:08we conclude.
26:10You are the General Coordinator
26:12of the G54 Africa.
26:14Also, Koulibaly Matogoma,
26:16member of the Ivory Coast National Coordination
26:18of the G54 Africa.
26:20Thank you very much.
26:22That's the end of the show.
26:24Thank you all for watching.
26:26Enjoy the rest of the show on Media.
