00:00It's really important because we have a system at present where tenants all across the country,
00:05there's now 11 million living in the private rented sector, can day in day out be served
00:12with a section 21 notice with minimal justification that will see them removed from their property
00:18and many live in a completely substandard accommodation for fear that a complaint will
00:23lead to a retaliatory eviction. So we have to overhaul the regulation of the private
00:27rented sector to ensure they've got the rights and protections they need and deserve. That
00:31change has been long overdue. As you know, the previous government introduced legislation
00:36that was watered down over the course of the parliament. They failed to get it through.
00:39We're going to succeed where they failed. We're going to level decisively the playing
00:42field between landlord and tenant. We appreciate the concerns of landlords. They need time
00:48to understand the new system. They need certainty about when the change will happen. And we
00:51do need to ensure the courts are geared up to make the change that's required. I think
00:56some of the concerns are overblown, but we do want to listen and work with landlords
01:00to ensure the courts are in the right place. And under the bill, they will enjoy robust
01:04grounds for possession to take back their properties when they need it. Good landlords
01:07have nothing to fear from this legislation.
