00:00Some congressmen were shocked by the allegation that someone ordered the formation of four committees in the House of Representatives

00:06investigating the war on drugs, extrajudicial killings, and POGO operations during the administration of former President Rodrigo Duterte.

00:15Noel Talacan reported on this.

00:17No one ordered the formation of the House Squad Committee.

00:25This was clarified by congressmen Robert Ace Barbers and Dan Fernandez.

00:31They said that not only four committees made this decision.

00:35The first one was laid out in the plenary, debated, until the members of the lower echelons agreed.

00:43If they accuse the Speaker that we formed this or this happened because of the Speaker's order, that is so unfair.

00:49And I myself, I will not allow myself to be used for a political agenda.

00:54After all, I'm not running for any higher position, I mean in the national.

00:59But this will not affect us. That's the reason why they're saying that there's politics and the Speaker has an order.

01:08You know, we are more than 300 congressmen and they can never dictate on us.

01:15Because there is a commonality among four major committees of the House, that's why we decided to form a big committee

01:26and continue the investigations that these four committees are doing.

01:32This is the defense of Barbers and Fernandez to the allegations raised by the House Squad Committee regarding extrajudicial killings

01:42that are related to the War on Drugs during the previous administration and illegal pogo operations.

01:48One of the hot topics of the committee is Police Lt. Col. Jovi Espinido,

01:56former chief of the Aguera Leyte PNP during the Duterte administration.

02:01He violated the quota and reward system in the War on Illegal Drug Operations, which was denied by Senator Ronald De La Rosa.

02:11First of all, I swear to God, I never give any monetary consideration, any monetary reward for any accomplishment that the PNP can do.

02:21His lies are enough for his return. He has a lot of lies. He's using the Bible to speak and he's lying.

02:37De La Rosa also argued that he will not attend the hearing.

02:42No, I maintain that I don't want to be the precedence in violating the inter-parliamentary courtesy of both Houses of Congress.

02:52It's up to them if they want to attend and it's up to them if they don't want to attend.

02:57We will respect that. Whatever their decisions will be, we will respect their invitation.

03:04Barbers also said that the committee has no game plan and it's not scripted to destroy the Duterte or any other prominent and well-known personalities in politics.

03:17You can criticize the way we handle the hearings of this quadcum. If you feel your rights are being trampled upon or anyone's rights are being trampled upon,

03:31you can question. But as far as we know, we will do our best to be able to ferret out the truth. We are only looking for the truth.

03:42On Tuesday, the Quad House Committee and possibly the new resource persons will continue the hearing.
