00:25Mr. Speaker, I want to thank you for giving me the profound honor
00:34of addressing this great citadel of democracy for the fourth time.
00:38We meet today at a crossroads of history. Our world is in upheaval. In the Middle East,
00:59Iran's axis of terror confronts America, Israel, and our Arab friends.
01:04This is not a clash of civilizations. It's a clash between barbarism and civilization.
01:22It's a clash between those who glorify death and those who sanctify life.
01:35For the forces of civilization to triumph, America and Israel must stand together.
01:42Because when we stand together, something very simple happens. We win, they lose.
02:12And, my friends, I came to assure you today of one thing. We will win.
02:43Ladies and gentlemen, like December 7th, 1941, and September 11th, 2001,
02:53October 7th is a day that will forever live in infamy. It was the Jewish holiday of Simchat Torah.
03:03It began as a perfect day, not a cloud in the sky.
03:06Thousands of young Israelis were celebrating at an outdoor music festival.
03:13And suddenly, at 6.29 a.m., as children were still sleeping soundly in their beds in the towns in Kibbutzim next to Gaza,
03:24suddenly heaven turned into hell. 3,000 Hamas terrorists stormed into Israel.
03:34They butchered 1,200 people from 41 countries, including 39 Americans.
03:40Proportionately, compared to our population size, that's like 29 elevens in one day.
03:51And these monsters, they raped women, they beheaded men, they burned babies alive,
04:02they killed parents in front of their children, and children in front of their parents.
04:10They dragged 255 people, both living and dead, into the dark dungeons of Gaza.
04:18Israel has already brought home 135 of these hostages, including seven who were freed and daring rescue operations.
04:40One of those freed hostages, Noor Gamani, is here in the gallery, sitting near my wife, Sarah, on the morning
05:10of October 7th, the entire world saw Noah's look of desperation as she was violently abducted to Gaza on the back of a motorcycle.
05:30I met Noah's mother, Leora, a few months ago.
05:35She was dying of cancer.
05:38She said to me,
05:41Prime Minister, I have one final wish.
05:47I wish to hug my daughter, Noah, one last time before I die.
05:54Two months ago, I authorized a breathtaking commando rescue operation.
06:00Our special forces, including a heroic officer named Arnon Zmora, who fell in this battle, rescued Noah and three other hostages.
06:10I think it's one of the most moving things when Noah was reunited with her mother, Leora.
06:37And her mother's last wish came true.
06:42Noah, we're so thrilled to have you with us today.

07:03Many hostage families are also here with us today, including Eliyahu Bibas.
07:11Eliyahu Bibas is the grandfather of those two beautiful red-headed boys, the Bibas boys,
07:21toddlers.
07:22And they were taken hostage with their mother and Noah's, sorry, and Eliyahu's son.
07:31The entire family was taken hostage.
07:33Two beautiful red-haired children taken hostage.
07:37What monsters.
07:39And with us also is Iris Chaim, whose son, Yotam, bravely escaped Hamas captivity with
07:47two other Israelis.
07:49And tragically, they were killed, making their way back to our lines.
07:54We have with us also the families of American hostages.
07:59They're here.
08:18The pain these families have endured is beyond words.
08:25I met with them again yesterday, and I promised them this.
08:30I will not rest until all their loved ones are home, all of them.
08:51As we speak, we're actively engaged in intensive efforts to secure their release.
09:00And I'm confident that these efforts can succeed.
09:03Some of them are taking place right now.
09:11I want to thank President Biden for his tireless efforts on behalf of the hostages, and for
09:17his efforts to the hostage families as well.
09:33I thank President Biden for his heartfelt support for Israel.
09:37After the savage attack on October 7th, he rightly called Hamas sheer evil.
09:44He dispatched two aircraft carriers to the Middle East to deter a wider war, and he came
09:49to Israel to stand with us during our darkest hour, a visit that will never be forgotten.
10:09President Biden and I have known each other for over 40 years.
10:12I want to thank him for half a century of friendship to Israel, and for being, as he
10:16says, a proud Zionist – actually, he says a proud Irish-American Zionist.
10:30My friends, for more than nine months, Israel's soldiers have shown boundless courage.
10:37With us today is Lieutenant Avichail Reuven.
10:59Avichail is an officer in the Israeli paratroopers.
11:11His family immigrated to Israel from Ethiopia.
11:14In the early hours of October 7th, Avichail heard the news of Hamas' bloody rampage.
11:22He put on his uniform, grabbed his rifle, but he didn't have a car.
11:28So he ran eight miles to the front lines of Gaza to defend his people.
11:54You heard that right.
11:55He ran eight miles, came to the front lines, killed many terrorists, and saved many, many
12:04lives.
12:07Avichail, we all honor your remarkable heroism.
12:14Another Israeli is with us here today, and he's standing right next to Avichail.
12:21This is Master Sergeant Ashraf al-Bakhiri.
12:38Ashraf is a veteran soldier from the Israeli Muslim community of Ra'at.
12:43On October 7th, Ashraf II killed many terrorists.
12:48First he defended his comrades in the military base, and he then rushed to defend the neighboring
12:52communities, including the devastated community of Kibbutz Berri.
13:06Like Ashraf, the Muslim soldiers of the IDF fought alongside their Jewish, Jews, Christian,
13:13and other comrades-in-arms with tremendous bravery.
13:35A third hero, Lieutenant Asa Sofer, is also here with us.
13:57Asa fought as an officer in the tank corps, and he was wounded in battle.
14:03He was wounded in battle while protecting his fellow soldiers from a grenade.
14:10He lost his right arm and the vision in his left eye.
14:15He's recovering, and incredibly, within a short time, Asa will soon return to active
14:23duty as a commander of a tank company.
14:48I just learned there is a fourth hero here, Lieutenant Jonathan Benhamo, who lost a leg
14:54in Gaza and continued to fight.
15:09My friends, these are the soldiers of Israel, unbowed, undaunted, unafraid.
15:37As the Bible says, they shall rise like lions, they have risen like lions, the lions of Judah,
15:58the lions of Israel.
16:14Ladies and gentlemen, the men and women of the IDF come from every corner of Israeli
16:21society, every ethnicity, every color, every creed, left and right, religious and secular.
16:30All are imbued with the indomitable spirit of the Maccabees, the legendary Jewish warriors
16:37of antiquity.
16:39With us today is Yechiel Leiter, the father of one of those Maccabees.
16:45Yechiel's father escaped the Holocaust and found refuge in America.
16:50As a young man, Yechiel moved to Israel and raised a family of eight children.
16:56He named his eldest son, Moshe, after his late father.
17:00Moshe became an exemplary officer in one of our elite commander units.
17:05He served with distinction for two decades, while raising six beautiful children of his
17:09own.
17:11On October 7th, Moshe volunteered to return to combat.
17:17Four weeks later, he was killed when a booby-trapped mine exploded in a tunnel shaft right next
17:24to a mosque.
17:26At his son's funeral, Yechiel said this,
17:31If the state of Israel had not been established after the Holocaust, the image engraved in
17:36our collective memory would have been the photograph of that helpless Jewish boy in
17:41the Warsaw Ghetto holding his hands up in the air with Nazi rifles pointed at him.
17:48But because of the birth of Israel, Yechiel continued, because of the courage of soldiers
17:53like my son Moshe, the Jewish people are no longer helpless in the face of our enemies.
18:11Yechiel, please rise so we can honor your son's sacrifice.
18:23And I pledge to you, and to all the bereaved families of Israel, some of whom are in this
18:28hall today, the sacrifice of your loved ones will not be in vain.
18:41It will not be in vain, because for Israel, never again must never be an empty promise.
18:59It must always remain a sacred vow.
19:02And after Oksolben's seventh, never again is now.
19:23My friends, defeating our brutal enemies requires both courage and clarity.
19:30Clarity begins by knowing the difference between good and evil.
19:36Yet incredibly, many anti-Israel protesters, many choose to stand with evil.
19:44They stand with Hamas.
19:46They stand with rapists and murderers.
19:48They stand with people who came into the kibbutzim, into a home.
19:55The parents hid the children, the two babies, in the attic, in a secret attic.
20:00They murder the families, the parents.
20:03They find the secret latch to the hidden attic, and then they murder the babies.
20:09These protesters stand with them.
20:10They should be ashamed of themselves.
20:32Thank you.
20:55They refuse to make the simple distinction between those who target terrorists and those
21:00who target civilians.
21:02Between the democratic state of Israel and the terrorist thugs of Hamas.
21:07We recently learned from the national security director, U.S. Director of National Intelligence,
21:15that Iran is funding and promoting anti-Israel protests in America.
21:19They want to disrupt America.
21:21So these protesters burn American flags even on the 4th of July.
21:27And I wish to salute the fraternity brothers at the University of North Carolina who protected
21:32the American flag—protected the American flag against these anti-Israel protesters.
21:57For all we know, Iran is funding the anti-Israel protests that are going on right now outside
22:11this building.
22:12Not that many, but they're there and throughout the city.
22:15Well, I have a message for these protesters.
22:19When the tyrants of Tehran, who hang gays from cranes and murder women for not covering
22:25their hair, are praising, promoting and funding you, you have officially become Iran's useful
22:31idiots.
22:57Some of these protesters—it's amazing, absolutely amazing—some of these protesters
23:03hold up signs proclaiming, gays for Gaza.
23:07They might as well hold up signs saying, chickens for KFC.
23:17These protesters chant, from the river to the sea, but many don't have a clue what
23:23river and what sea they're talking about.
23:28They not only get an F in geography, they get an F in history.
23:34They call Israel, they call Israel a colonialist state.
23:39Don't they know that the land of Israel is where Abraham, Isaac and Jacob prayed, where
23:44Isaiah and Jeremiah preached, and where David and Solomon ruled?
24:03For nearly 4,000 years, the land of Israel has been the homeland of the Jewish people.
24:09It's always been our home, it will always be our home.
24:33It's not only the campus protesters who get it wrong.
24:37It's also the people who run those campuses.
24:40Eighty years after the Holocaust, the presidents of Harvard, Penn, and I'm ashamed to say,
24:50my alma mater, MIT, couldn't bring themselves to condemn the calls for the genocide of Jews.
24:59You remember what they said?
25:01They said, it depends on the context.
25:06Well, let me give these befuddled academics a little context.
25:16Anti-Semitism is the world's oldest hatred.
25:20For centuries, the massacre of Jews was always preceded by wild accusations.
25:26We were accused of everything from poisoning wells, to spreading plagues, to using the
25:32blood of slaughtered children to bake Passover matzos.
25:37These preposterous anti-Semitic lies led to persecution, mass murder, and ultimately,
25:43to history's worst genocide, the Holocaust.
25:46Now, just as malicious lies were leveled for centuries at the Jewish people, malicious
25:53lies are now being leveled at the Jewish state.
25:56No, no, don't applaud.
26:00Listen.
26:02The outrageous slanders that paint Israel as racist and genocidal are meant to delegitimize
26:08Israel, to demonize the Jewish state, and to demonize Jews everywhere.
26:14And no wonder, no wonder we've witnessed an appalling rise of anti-Semitism in America
26:19and around the world.
26:21My friends, whenever and wherever we see the scourge of anti-Semitism, we must unequivocally
26:29condemn it and resolutely fight it, without exception.
26:51And don't be fooled when the blood libels against the Jewish state come from people
27:05who wear fancy silk robes and speak in lofty tones about law and justice.
27:11Here's a case in point.
27:14The prosecutor of the International Criminal Court has shamefully accused Israel of deliberately
27:20starving the people of Gaza.
27:22This is utter, complete nonsense.
27:24It's a complete fabrication.
27:31Israel has enabled more than 40,000 aid trucks to enter Gaza.
27:36That's half a million tons of food.
27:39And that's more than 3,000 calories for every man, woman, and child in Gaza.
27:45If there are Palestinians in Gaza who aren't getting enough food, it's not because Israel
27:50is blocking it, it's because Hamas is stealing it.
28:08So much for that lie.
28:10But here's another.
28:11The ICC prosecutor accuses Israel of deliberately targeting civilians.
28:18What in God's green earth is he talking about?
28:22The IDF has dropped millions of flyers, sent millions of text messages, made hundreds of
28:27thousands of phone calls to get Palestinian civilians out of harm's way.
28:33But at the same time, Hamas does everything in its power to put Palestinian civilians
28:39in harm's way.
28:41They fire rockets from schools, from hospitals, from mosques.
28:46They even shoot their own people when they're trying to leave the war zone.
28:52A senior Hamas official, Fatri Hamad, boasted, listen to this, he boasted that Palestinian
28:58women and children excel at being human shields.
29:02His words, excel at being human shields.
29:05What monstrous evil.
29:08For Israel, every civilian death is a tragedy.
29:12For Hamas, it's a strategy.
29:16They actually want Palestinian civilians to die, so that Israel will be smeared in the
29:21international media and be pressured to end the war before it's won.
29:26This would enable Hamas to survive another day, and as they vowed, to carry out October
29:317th again and again and again.
29:35So I want to assure you, no matter what pressure is brought to bear, I will never allow that
29:41to happen.
29:48The vast majority of Americans have not fallen for this Hamas propaganda.
30:05They continue to support Israel.
30:07And I want to say thank you, America, and thank you, Senators and House members who
30:12continue to support us, continue to support Israel, continue to support the truth and
30:17see through the lies.
30:19But as for the minority that may have fallen for Hamas' cons job, I suggest you listen
30:26to Colonel John Spencer.
30:29John Spencer is head of urban warfare studies at West Point.
30:33He studied every major urban conflict, I was going to say in modern history, he corrected
30:40me, no, in history.
30:43And he said, has implemented more precautions to prevent civilian harm than any military
30:50in history and beyond what international law requires.
31:11That's why, despite all the lies you've heard, the war in Gaza has one of the lowest ratios
31:19of combatants to non-combatants casualties in the history of urban warfare.
31:25And you want to know where it's lowest in Gaza?
31:29It's lowest in Rafah, in Rafah.
31:35Remember what so many people said?
31:37If Israel goes into Rafah, there will be thousands, maybe even tens of thousands of civilians killed.
31:45Well last week, I went into Rafah.
31:48I visited our troops as they finished fighting Hamas' remaining terrorist battalions.
31:54I asked the commander there, how many terrorists did you take out in Rafah?
32:00He gave me an exact number, 1,203.
32:03I asked him, how many civilians were killed?
32:07He said, Prime Minister, practically none, with the exception of a single incident where
32:15shrapnel from a bomb hit a Hamas weapons depot and unintentionally killed two dozen people.
32:22The answer is, practically none.
32:25You want to know why?
32:27Because Israel got the civilians out of harm's way, something people said we could never
32:31do.
32:32We did it.
32:48These heroes here today, the heroic soldiers of Israel, should not be condemned for how
32:53they're conducting the war in Gaza.
32:55They should be commended for it.
33:14I want to thank all of you here today who have forcefully opposed the false accusations
33:18of the ICC and stood up for the truth.
33:22These lies are not only libelous, they're downright dangerous.
33:26The ICC is trying to shackle Israel's hands and prevent us from defending ourselves.
33:32And if Israel's hands are tied, America is next.
33:35And I'll tell you what else is next.
33:38The ability of all democracies to fight terrorism will be imperiled.
33:43That's what's on the line.
33:44So let me assure you, the hands of the Jewish state will never be shackled.
33:50Israel will always defend itself.
34:11My friends, in the Middle East, Iran is virtually beyond, behind all the terrorism, all the
34:19turmoil, all the chaos, all the killing.
34:24And that should come as no surprise.
34:26When he founded the Islamic Republic, Ayatollah Khomeini pledged, we will export our revolution
34:33to the entire world.
34:35We will export the Islamic revolution to the entire world.
34:41Now ask yourself, which country ultimately stands in the way of Iran's maniacal plans
34:48to impose radical Islam on the world?
34:51And the answer is clear.
34:53It's America, the guardian of Western civilization and the world's greatest power.
35:13That's why Iran sees America as its greatest enemy.
35:19Last month, we heard a revealing comment, ostensibly about the war in Gaza, but about
35:27something else.
35:28It came from the foreign minister of Iran's proxy, Hezbollah.
35:31And he said this, this is not a war with Israel.
35:35Israel, he said, is merely a tool.
35:39The main war, the real war, is with America.
35:44Iran's regime has been fighting America from the moment it came to power.
35:48In 1979, it stormed the American embassy.
35:52It held scores of Americans hostage for 444 days.
35:57Since then, Iran's terrorist proxies have targeted America in the Middle East and beyond.
36:03In Beirut, they killed 241 U.S. servicemen.
36:07In Africa, they bombed American embassies.
36:10In Iraq, they supplied explosives to maim and kill thousands of American soldiers.
36:16In America, they actually sent death quads, they sent death squads to murder a former
36:24Secretary of State and a former National Security Advisor.
36:28And as we recently learned, they even brazenly threatened to assassinate President Trump.
36:34But Iran understands that to truly challenge America, it must first conquer the Middle
36:40East.
36:41And for this, it uses its many proxies, including the Houthis, Hezbollah, and Hamas.
36:49Yet in the heart of the Middle East, standing in Iran's way, is one proud pro-American democracy,
36:56my country, the State of Israel.
37:04That's why the mobs in Tehran chant death to Israel before they chant death to America.
37:28For Iran, Israel is first, America is next.
37:32So when Israel fights Hamas, we're fighting Iran.
37:36When we fight Hezbollah, we're fighting Iran.
37:39When we fight the Houthis, we're fighting Iran.
37:42And when we fight Iran, we're fighting the most radical and murderous enemy of the United
37:46States of America.
37:49And one more thing.
37:51When Israel acts to prevent Iran from developing nuclear weapons, nuclear weapons that could
37:57destroy Israel and threaten every American city, every city that you come from, we're
38:03not only protecting ourselves, we're protecting you.
38:25My friends, if you remember one thing, one thing from this speech, remember this.
38:32Our enemies are your enemies.
38:34Our fight is your fight, and our victory will be your victory.
38:58Ladies and gentlemen, that victory is in sight.
39:03Israel's defeat of Hamas will be a powerful blow to Iran's axis of terror.
39:09Another part of that axis, Hezbollah, attacked Israel on October 8th, a day after the Hamas
39:16attack.
39:17It has launched thousands of missiles and drones against us.
39:2180,000 of our citizens in northern Israel evacuated their homes, becoming effectively
39:28refugees in their own land.
39:31We are committed to returning them home.
39:34We prefer to achieve this diplomatically.
39:37But let me be clear.
39:39Israel will do whatever it must do to restore security to our northern border and return
39:44our people safely to their homes.
40:02Last Friday, a third Iranian proxy, the Houthis, attacked Tel Aviv with a deadly drone.
40:09It exploded a few hundred feet from the American consulate, killing one person and injuring
40:15nine.
40:17On Saturday, I authorized a swift response to that attack.
40:23All our enemies should know this.
40:25Those who attack Israel will pay a very heavy price.
40:30And as we defend ourselves, and as we defend ourselves on all fronts, I know that America
40:49has our back.
40:52And I thank you for it.
40:54All sides of the aisle, thank you.
41:00My friends, for decades, America has provided Israel with generous military assistance.
41:12And a grateful Israel has provided America with critical intelligence that saved many
41:18lives.
41:19We've jointly developed some of the most sophisticated weapons on earth.
41:25I choose my words carefully.
41:26We've jointly developed some of the most sophisticated weapons on earth that help protect both our
41:32countries.
41:33And we also help keep American's boots off the ground while protecting our shared interests
41:41in the Middle East.
41:42I deeply appreciate America's support, including in this current war.
42:04But this is an exceptional moment.
42:07Fast-tracking U.S. military aid can dramatically expedite an end to the war in Gaza and help
42:14prevent a broader war in the Middle East.
42:17In World War II, as Britain fought on the front lines of civilization, Winston Churchill
42:23appealed to Americans with these famous words, give us the tools and we'll finish the job.
42:31Today as Israel fights on the front line of civilization, I too appeal to America.
42:37Give us the tools faster and we'll finish the job faster.
42:58My dear friends, the war in Gaza could end tomorrow if Hamas surrenders, disarms and
43:05returns all the hostages.
43:21But if they don't, Israel will fight until we destroy Hamas' military capabilities,
43:28Gaza and bring all our hostages home.
43:43That's what total victory means and we will settle for nothing less.
43:53The day after we defeat Hamas, a new Gaza can emerge.
43:58My vision for that day is of a demilitarized and deradicalized Gaza.
44:05Israel does not seek to resettle Gaza, but for the foreseeable future, we must retain
44:11overriding security control there to prevent the resurgence of terror, to ensure that Gaza
44:16never again poses a threat to Israel.
44:30Gaza should have a civilian administration run by Palestinians who do not seek to destroy
44:35Israel.
44:36That's not too much to ask.
44:39It's a fundamental thing that we have a right to demand and to receive.
44:52A new generation of Palestinians must no longer be taught to hate Jews, but rather to live
44:58in peace with us.
45:06Those twin words, demilitarization and deradicalization, those two concepts were applied to Germany
45:13and Japan after World War II and that led to decades of peace, prosperity and security.
45:21Following our victory with the help of regional partners, the demilitarization and deradicalization
45:31of Gaza can also lead to a future of security, prosperity and peace.
45:37That's my vision for Gaza.
45:47Now here's my vision for the broader Middle East.
45:52It's also shaped in part by what we saw in the aftermath of World War II.
45:59After that war, America forged a security alliance in Europe to counter the growing
46:05Soviet threat.
46:07Likewise, America and Israel today can forge a security alliance in the Middle East to
46:13counter the growing Iranian threat.
46:16All countries that are at peace with Israel and all those countries who will make peace
46:21with Israel should be invited to join this alliance.
46:25We saw a glimpse of that potential alliance on April 14th.
46:32Led by the United States, more than half a dozen nations worked alongside Israel to help
46:38neutralize hundreds of missiles and drones launched by Iran against us.
46:44Thank you, President Biden, for bringing that coalition together.
47:01The new alliance I envision would be a natural extension of the groundbreaking Abraham Accords.
47:08Those Accords saw peace forged between Israel and four Arab countries and they were supported
47:13by Republicans and Democrats alike.
47:16We could call – I have a name for this new alliance.
47:24I think we should call it the Abraham Alliance.
47:32I want to thank President Trump for his leadership in brokering the historic Abraham Accords.
47:53Like Americans, Israelis were relieved that President Trump emerged safe and sound from
47:58that dastardly attack on him.
48:01There is no room for political violence in democracies.
48:20I also want to thank President Trump for all the things he did for Israel, from recognizing
48:25Israel's sovereignty over the Golan Heights, to confronting Iran's aggression, to recognizing
48:31Jerusalem as our capital, and moving the American embassy there.
48:49That's Jerusalem, our eternal capital, never to be divided again.
48:59Thank you.
49:09My dear friends, Democrats and Republicans, despite these times of upheaval, I am hopeful
49:17about the future.
49:19I am hopeful about Israel because my people, the Jewish people, emerged from the depths
49:25of hell, from dispossession and genocide.
49:29And against all odds, we restored our sovereignty in our ancient homeland.
49:35We built a powerful and vibrant democracy, a democracy that pushes the boundaries of
49:41innovation for the betterment of all humanity.
49:45I'm hopeful about America because I'm hopeful about Americans.
49:50I know how much the people of this country have sacrificed to defend freedom.
49:56America will continue to be a force for light and good in a dark and dangerous world.
50:01For free peoples everywhere, America remains the beacon of liberty its extraordinary founders
50:07envisioned back in 1776.
50:26Working together, I'm confident that our two nations will vanquish the tyrants and
50:31terrorists who threaten us both.
50:35As Israel's Prime Minister, I promise you this, no matter how long it takes, no matter
50:42how difficult the road ahead, Israel will not relent, Israel will not bend.
50:49We will defend our land, we will defend our people, we will fight until we achieve victory.
50:55Victory over liberty, rather victory of liberty over tyranny, victory of life over death,
51:00victory of good over evil.
51:02That's our solemn commitment.
51:18And we will continue to work with the United States and our Arab partners to transform
51:23a troubled region from a backwater of repression, poverty and war into a thriving oasis of dignity,
51:30prosperity and peace.
51:32In this noble mission, as in many others, Israel will always remain America's indispensable
51:40ally.
51:58Through thick and thin, in good times and in bad, Israel will always be your loyal friend
52:05and your steadfast partner.
52:08On behalf of the people of Israel, I came here today to say thank you, America.
