00:00We have also, to be honest, all too often young people in our country have been let down,
00:07not given access to the right opportunities or training in their community.
00:13And that's created an over-reliance in our economy on higher and higher levels of migration.
00:21Now, I don't for a second want to demean any of that.
00:25I do not criticise businesses who hire overseas workers.
00:30And I certainly don't diminish the contribution that migration makes to our economy,
00:36to our public services, and of course to our communities.
00:40Migration is part of our national story.
00:43It always has been, always will be.
00:48And yet, if you stand back, as a system,
00:53it cannot be right that some people don't get to feel the pride of making a contribution,
01:00the dignity of work, just because we can't find a way of creating a coherent skills system.
01:08That can't be right.
01:09So I have to say that we won't be content just to pull the easy lever of importing skills.
01:17We're turning the page on that.
01:20But I want to be clear as well.
01:23We are going to make sure that there are highly motivated, ambitious, talented young people
01:29who want to work in your business.
01:32That is our long-term ambition.
01:35We're going to fire up the training of more UK workers and match people's aspirations,
01:41which I know are there, with more opportunity.
