00:00It is estimated to generate up to 2.57 gigawatts of electricity
00:05when the floating solar project in Laguna Lake is fully operational.
00:09But some fishermen are afraid that it will damage the environment
00:14and affect their livelihoods.

00:22In an area of 70,000 hectares,
00:24the largest lagoon in the Philippines
00:26and the third largest lagoon in Southeast Asia is Laguna Debay.
00:32It is important for irrigation, fishing
00:35and water supply to the villages surrounding the lagoon.
00:38In recent years, it has also studied how to get energy supply.
00:43Like this floating solar project,
00:46when it operates in 2028,
00:48it is estimated to generate up to 2.57 gigawatts of electricity.
00:53The project started in 2018
00:55and will cover 2,000 hectares of land
00:58in Calamba, Santa Rosa, Cabuyao, Los Baños,
01:02Bay, Victoria, Pila, Santa Cruz, Lumban, Calayaan and Paete.
01:08Three companies were given contracts
01:10by the Laguna Lake Development Authority or LLDA,
01:13an agency under the DANR.
01:16Six years have passed since the study of the floating solar project began.
01:21But it is still continued by small fishermen here in Laguna Lake.
01:26They are worried that this will result in damage to the environment and livelihood
01:31of more than 8,000 fishermen
01:33and 2,000 aquaculture industry operators in the area.
01:37Our fishery will be small,
01:39our income will also be small,
01:40our expenses will be high because of Gusalina.
01:42Because instead of going directly to our direction,
01:46we will still have to irrigate 1,000 hectares.
01:49We are not sure how strong that solar will be.
01:52We don't know if we will be disgraced,
01:55if we will be hit by an accident.
01:57The floating solar panels will also affect
02:00the quality of water and the balance of the environment.
02:03It will prevent the sun's rays from hitting the water.
02:07The fish pen operators and fish cage operators are not affected.
02:14The most affected are those who do open fishing
02:17since the area where they can fish will be small or limited.
02:22There was a consultation with the fishermen back then
02:26and the LLDA said that they have a planned solution for them.
02:30They will build hatcheries or breeding ground cages underneath
02:35so that they can put fingerlings and once the fish are ready for harvest
02:39and the fish are fully grown,
02:41they can be caught for benefit.
02:43So that our open fishers can be caught.
02:46But the movement of the Philippine Fishermen's Association
02:49or PAMALAKAYA did not believe in that.
02:51It also denied that there was a consultation
02:53with the Fisherfolk Stakeholders on the project.
02:56There is no truth to the consultation.
02:59We did not see anything.
03:00The fishermen did not care about us.
03:03They requested a dialogue with the LLDA on July 3,
03:07which was also accompanied by a group protest against the floating solar project.
03:12The fishermen clarified,
03:14We do not know the importance of energy transition
03:18but there should be no life that will be affected,
03:23especially the fishermen.
03:25According to the LLDA,
03:26the study and pilot testing of the project will continue
03:29until the most effective mechanism will be used
03:32that will benefit everyone.
