The construction of Penang’s first light rail transit (LRT) project will begin by the fourth quarter of this year, says Anthony Loke.

The Transport Minister told reporters at the ministry’s office on Friday (March 29) that the Penang LRT Mutiara Line project has been officially taken over by the Federal Government and is estimated to take six years, with completion slated for by 2030.

00:00 On 22 March 2024, last Friday,
00:04 the Minister of Finance has approved the project of LRT project
00:08 through the Port of Penang.
00:10 Officially, the government has decided to appoint MRT Corp,
00:16 a 100% owned by the Minister of Finance,
00:20 MOF Inc., as the developer and owner of the asset,
00:25 to be the LRT project of Port of Penang.
00:30 The project is divided into three main components,
00:34 as shown here.
00:36 First, the contract for the civil construction
00:40 for the first segment, the Silicon Island route to Komtar.
00:45 SIS Konsortium Sendiran Bahat will be awarded this contract
00:50 through the Single Sourcing Request for Proposal mechanism.
00:54 This award is based on the request of the Government of Penang
00:57 which has appointed SIS Konsortium as a fellow project manager
01:02 or project delivery partner to the Port of Penang PTPMP transport plan
01:08 which includes the LRT Butiara route through an open tender
01:12 in August 2015.
01:15 SIS Konsortium has also carried out technical studies
01:19 and they are a form of supervision,
01:21 as well as the approval of the environmental impact assessment,
01:24 social impact assessment and the train scheme.
01:28 All these efforts have been paid in advance by SIS Konsortium.
01:33 The relevant contract and proofs are related
01:37 to the audit process between MRT Corp and SIS
01:42 which must be completed within six months.
01:46 Second, the contract for the civil construction for the second segment
01:51 which is the route from Komtar to Penang Central
01:54 is through an open tender.
01:57 Third, the contract for the maintenance of system and rolling stock
02:03 through the open tender.
02:12 In addition, the construction of the depot operation
02:17 or operations depot will be designed and built together
02:21 with a joint development project to orientate the TOD transit
02:25 at the Pesta dam in Dibong River
02:28 in the same effort between MRT Corp and the Government of Penang.
02:34 This new strategy aims to generate non-fair revenue
02:39 and to invest it in the operation of MRT Penang in the future.
02:46 With the decision of the Minister,
02:49 the Government of Penang will officially take over
02:53 the MRT transit project from the Government of Penang.
02:57 The Government will consider the appropriate funding
03:00 for the project,
03:01 either through development allotments
03:04 or other appropriate funds
03:06 determined by the Ministry of Finance.
03:09 The MRT transit route will start from Silikon Island to Komtar
03:14 and then cross to Penang Central in Seberang Prai
03:18 to connect to the KTM commuter train network and ETS.
03:26 The distance of the route is estimated to be about 29 km
03:30 with 20 stations,
03:32 including two interchange stations,
03:34 namely Komtar and Penang Central.
03:39 The construction work of the MRT transit project
03:44 is estimated to start this year.
03:47 We estimate that in six months,
03:50 the construction work with the SIS Kosotiem can be completed.
03:54 After that,
03:56 the physical work can start as early as the fourth quarter of this year.
04:02 The implementation of the project is expected to take about six years
04:08 and is expected to be operational in 2030.
04:12 I am convinced that this project is not only beneficial to the people of Penang,
04:16 but also facilitates the repeated journey of work from the police,
04:20 police station and North Perak
04:21 every day with the convergence with the KTMB network.
