00:06 As you are aware, there is an ongoing operation to deal with the security challenges, especially
00:12 banditry and livestock rustling in northern Rift Valley, including Trukana County.
00:19 We have made some progress, but we still have challenges which we met this morning to address.
00:28 As you are aware, last year we did give money to train, equip and deploy additional NPRs
00:41 for Trukana.
00:42 But having assessed the situation, we are of the view that we need to increase the number
00:49 of NPRs for Trukana County.
00:51 And therefore, I have asked the security team to work with other stakeholders and ensure
00:58 that we add the number of NPRs within Trukana County by 468, which will be spread across
01:07 the areas where we still have problems.
01:10 We still have problems in Trukana East, parts of Trukana South, Loima, and also in our border
01:20 with South Sudan, the Nadapa area, and also in the north.
01:24 We still have issues, a little different, in Kibish area and Todonyang.
01:31 So we will make that intervention.
01:34 Secondly, we are also going to increase the number of administrative units so that we
01:39 can have government security enforcement infrastructure closer to the people.
01:46 I have asked the county security team again to supervise a public participation exercise
01:52 and generate proper minutes, working together with the political leaders so that we can
01:57 have more units for this area.
02:01 Number three, there are some administrative units which were gazetted but are not yet
02:08 operational.
02:10 We already operationalized Lokichogyo sub-county.
02:14 And now we are finalizing the operationalization of Suguta, Aro, and Rokiryama.
02:20 And I'll be back hopefully in the next one, two weeks to make sure that we start the process
02:29 of operationalizing the remaining sub-counties.
02:33 And we are going to agree with the political leaders how to go about that, including where
02:37 there is no infrastructure.
02:40 We want CDF to support us to finalize the infrastructure for the offices for our officers
02:47 so that to enhance the situation here.
02:50 As I have said, there have been some progress, but still we are experiencing challenges.
03:01 In the last six months, 6,800 livestock has been stolen from Trukana County by criminals
03:11 who are suspected to be coming from neighboring county.
03:16 And out of the 6,800, we have recovered 5,600.
03:23 1,200 livestock, heads of cattle and camels are outstanding.
03:29 I have directed the county security and intelligence team to look for the remainder of the livestock,
03:37 recover it, and hand it over to their owners.
