PAC to start proceedings on NIISe after Raya, says Mas Ermieyati

The Public Accounts Committee (PAC) will initiate proceedings on acquisition and development of the National Integrated Immigration System (NIISe) after Hari Raya Aidilfitri, says its chairman Datuk Mas Ermieyati Samsudin.  According to Mas Ermieyati, the PAC decided to start proceedings over NIISe following the High Court’s decision to order the government to pay Prestariang SKIN Sdn Bhd about RM231.5mil for cancelling the National Immigration Control System (SKIN) in 2019. 00:00 "Dear media friends, I have stated that the PHC agrees to start the proceeding of the LTAT, by calling for the Ministry of Defence and LTAT to follow up on the issues reported in the report of the Chairman of the State Council of the Agency for the Coordination of the Government in 2022, under the Regulations 77/1/C of the Regulations of the People's Council of the Regulations.

00:29 Nevertheless, in the special discussion of the PHC on Tuesday, the Ministry of Defence unanimously agreed to start a new proceeding under the Regulations 77/1/C of the Regulations of the People's Council of the Regulations of the People's Council of the Regulations of the Ministry of Defence and LTAT,

00:48 which is a proceeding on what other things that the authorities think should be examined, or in other words, a proceeding that violates public interest.

01:01 The proceeding is for the issue of the development and acquisition of a national integrated immigration system under the Ministry of Home Affairs and the Malaysian Immigration Office.

01:16 For this proceeding, the PHC has provided the term of reference, TOR, which will be submitted to the Ministry of Home Affairs and the Malaysian Immigration Office as a preparation to provide relevant information.

01:31 The Ministry of Home Affairs and the Malaysian Immigration Office is expected to be called, in addition to the KDN and the Malaysian Immigration Office, the Ministry of Economy, the Unit of Management, Administration and Planning of the Malaysian Government, namely MAMPU, Cyber Security, vendors related to this system, including the National Immigration Security System, SKIN.

01:50 Among the main reasons why the PHC decided to start this proceeding, this authority is affected by the High Court decision that the government paid a sum of RM231.5 million to a company over the termination of the contract for the SKIN project, now known as NIS.

02:11 Fellow media, I can summarize the seven reports that the government needs to continue to ensure the management of state finances, especially from the contracts, acquisitions and the main projects that are carried out, must be given attention.

02:32 The PHC is worried and also worried because most of the issues investigated by the PHC still have the following elements. The first is the process of developing a project started first, even though the contract has not yet been terminated.

02:48 The second is the oversight of the project implementation stemming from the incorrect selection of contractors. And the third is the weakness in monitoring the project management.

02:59 No matter how the PHC thinks, the corrective action taken by the responsible parties to resolve all issues should be praised, but it is better if all projects are carried out in an orderly manner without any problems so that the people can enjoy their benefits.

03:20 We have just decided to call for a statement on the issue. We will call the Ministry of Finance and other relevant parties.

03:43 We will discuss the details of the case and if we feel that there are other parties that need to be given a statement, we will hold a second hearing and a third hearing.
