Taiwan's health ministry has announced nine measures as part of new guidelines designed to stop the abuse of children under the care of the state while waiting for adoption.

00:05 That's after an infant died at the hands of an abusive caregiver late last year.
00:10 Nine new guidelines put more responsibility on local authorities.
00:14 They now have to sign off on forms allowing families to give up their children for adoption
00:18 and help place them in appropriate care.
00:21 The details of several guidelines still need fleshing out,
00:23 including more supervision of caregivers and better training for social workers.
00:28 But the Health Ministry hopes this will help prevent future cases of abuse.
