00:55 In my exclusive one-on-one interview with the President,
00:58 I asked him about the implementation of amendments to the Constitution.
01:02 The 1987 Constitution was not written for a globalized world.
01:08 And that is where we are now.
01:11 So, we have to adjust.
01:14 So that we can increase the economic activity in the Philippines,
01:18 we can attract more foreign investors.
01:20 The President believes that the economy can be helped by attracting foreign investors.
01:26 But for now, the foreign ownership is limited by the Constitution
01:29 to 40% of public utilities,
01:32 such as electricity, water, and public utility vehicles.
01:36 There is also 100% that cannot be accessed by foreign investors,
01:40 such as land.
01:41 I feel, I'm sure we will hear from the others,
01:47 but those who have resided in an area over many years,
01:52 the foreign investors will come in.
01:55 They will pay big money to buy that land.
01:59 The value of the land will go up.
02:03 And the old residents cannot pay for the real estate tax
02:08 because the price is already gone from their market.
02:11 So, we will remove those.
02:13 I don't think I agree with that.
02:15 So, you are not in favor of foreign ownership of land?
02:17 Land, no.
02:19 But when it comes to corporations?
02:20 Why can we talk about corporations,
02:23 except for the critical areas,
02:27 such as power generation,
02:31 media,
02:34 all the strategic areas
02:37 that we cannot allow to be influenced by a foreign entity,
02:45 be it a corporation or another country.
02:48 That's what we have to decide where we draw the line.

02:57 I also asked the President,
02:59 will the amendment to the Constitution
03:02 only end with the economic provision?
03:04 The President said that he is not closed to amending political provisions,
03:09 but not for now.

03:19 I can't run anymore.

03:32 we call them Mayor-Vice.
03:35 Because they're the Vice Mayor,
03:37 but they're running the administration of the town.
03:41 So, that's something we have to think about.
03:44 But I think in the present day,
03:47 we can have these discussions later on.
03:50 But for the present day,
03:51 my concern is the economic provisions.
03:55 And I do not want to confuse the issue any longer.

04:00 term limit extension could be a good thing for the town.

04:11 What are we trying to achieve, first of all?
04:15 Like if you look at other countries,

04:28 So, I don't know how that will translate
04:30 to our own experience.
04:33 So, let me just continue talking about it
04:36 and see what really is the best thing that we can do.

04:44 the success of the amendments to the economic provisions
04:49 by putting in other issues.

04:57 about the announced plan by Vice President Sara Duterte

06:04 that they were surprised
06:07 or they were dismayed
06:09 with your welcome to the Taiwanese President-elect.
06:14 Did this catch you by surprise?
06:15 I mean, it came from you.
06:18 It was a personal tweet that you personally posted.
06:20 It did.
06:21 I was very simple.
06:24 When I became president, I already tweeted.
06:27 So what do you do?
06:28 It's just common courtesy
06:29 that you do the same for them.
06:31 That's really where it came from.
06:34 The One China Policy remains in place.
06:36 We have adhered to the One China Policy
06:39 strictly and conscientiously
06:42 since we adopted the One China Policy.
06:45 And that has not changed.
06:46 That will not change.
06:48 We are not endorsing Taiwanese independence.
06:55 Taiwan is a province of China.
06:58 But the manner in which they will be brought together again
07:04 is an internal matter.
07:06 Our only goal here is peace,
07:09 not chaos.

07:21 about the increase in contributions
07:23 to field health and traffic problems.

08:33 to the traffic problem is
08:35 a good and effective public transport system.
08:38 This includes the addition of
08:40 ferry stations in Pasig River
08:42 that are under rehabilitation.
08:44 But it will displace
08:46 the thousands of residents
08:48 who live on the riverbank.
08:50 There is a plan already
08:51 that if we identify along Pasig River,
08:53 if we identify the so-called transition areas
08:59 where we will build temporary lodgings
09:04 for those who are squatters now,
09:09 they will be placed there
09:11 and we will build their housing.
09:13 In the end, the plan is for them
09:15 to all have housing.
09:16 At some point,
09:17 Health Secretary Ted Herbosa joined the call
09:19 to remove the increase in contributions
09:21 of members of PhilHealth.

09:51 What more will you be able to cover?"

09:55 towards any particular decision yet
09:58 in regards to increasing the contribution?
10:02 Because it's very hard to quantify.
10:04 It's very hard to quantify health.
10:10 How much is it worth to you?
10:13 It's worth different things to different people.
