00:16 The residents of Panay Island are suffering from severe headaches.
00:24 They were browned out for four days after their electricity grid fell on January 1.
00:30 Some have slept outside their homes.
00:33 Some businesses were unable to operate.
00:35 Even schools were shut down.
00:37 So, in front of the local officials of Panay Island,
00:40 in the Senate hearing,
00:42 they are determined to answer for what happened.

00:56 because of prolonged brownouts,
00:59 turning houses into hot ovens.

03:31 In their defense, NGCP said that when the power trip happened,
