29:06 GMA Integrated News Research approved the unprogrammed appropriations in the 2024 National Budget.
29:14 It found that from 8, more than 40 appropriations were added.
29:19 These are the unapproved expenses that will be collected by the funds.
29:23 Ma'am Gonzalez was able to point this out.
29:25 In the budget of the National Government,
29:31 the funds that will be collected should be targeted.
29:34 The untargeted expenses that will be collected by the funds are considered unprogrammed appropriations.
29:40 In the unprogrammed appropriations in the 2024 budget,
29:43 the original amount of almost Php 282 billion that was requested by the Congress,
29:48 almost tripled to Php 731 billion that can be approved.
29:53 According to Senator Coco Pimentel,
29:55 the unprogrammed appropriations suddenly increased in the Bicameral Conference Committee.
29:59 When it comes to NEP, the President's budget request,
30:02 the level of unprogrammed appropriations is Php 281 billion.
30:08 When it comes to GAV, the level is also Php 281 billion.

31:48 the Budget of Expenditures and Sources of Financing, or BESF,
31:52 that the President is implementing is the basis of the budget.
31:55 That's why the limitation of the Constitution is only for the programmed appropriations.
32:00 But aside from BESF, the Congress has no limitation that has the power of the purse.
32:05 In the end, the Supreme Court will decide the issue once the case they're planning is approved.
