00:00 Some youths in the Supreme Court are planning to question the addition of P450 billion of unprogrammed funds in the 2024 national budget.

00:09 Another congressman said that it is not prohibited in the Constitution to add unprogrammed funds.

00:14 We have the first news, Ma'am Gonzales.

00:20 Senate Minority Leader Coco Pimentel will question the addition of P450 billion of unprogrammed appropriations in the 2024 budget.

00:30 He said that it is against the Constitution.

00:32 I am talking to a member of the House of Representatives who wants to join me in filing this case.

00:40 The government asked for P281 billion of unprogrammed funds.

00:45 The House and Senate approved it.

00:47 But when it joined the bicameral conference committee of the Congress, it increased to P731 billion.

00:53 It has been three years since the unprogrammed funds were increased by the House of Representatives, but it is not clear who thought of the addition.

01:00 Unprogrammed appropriations are considered as expenses that are not subject to the fund.

01:06 Pimentel insisted that unprogrammed appropriations can be funded if the government's income exceeds the target.

01:12 Pimentel insisted that the Congress should not be the one to pass the addition.

01:16 The president must be the one requesting or initiating the budget process.

01:21 Abuse the practice.

01:23 The bad thing is that the practice is unconstitutional.

01:26 So it must be nipped in the bud.

01:28 Albay First District Rep. Edsel Lagman said that the unprogrammed funds are being increased year by year to accommodate partisan and pet projects of lawmakers.

01:42 Pimentel added that the unprogrammed funds...

01:46 If we look at it, there's one in Ilocos Norte, there's one in Tacloban, there's one in Albay.

02:01 According to Pimentel, the budget can only be divided to declare it unconstitutional.

02:06 But if the budget is complete, the reenacted budget will be implemented or the budget will be used last year.

02:15 But Albay Second District Rep. Joey Salceda said that the unprogrammed appropriations are not part of the fiscal program.

02:28 If the budget department is determined that it is in accordance with the Constitution, the funds cannot be issued if there is no law in accordance with the Constitution.
