00:33 she was the confidential funds of the Office of the Vice President in 2022.
00:38 It is illegal to transfer 221 million Pesos of confidential funds from the Office of the President to the Vice President.
00:45 In Duterte's statement, she pointed out that she is a drama queen
00:49 who wants to show that the 2022 confidential funds of the OVP were illegally obtained.
00:55 But she did not show any proof of this to support her illegal emanation.

01:05 I don't need to wish that the office of the President illegally accessed the confidential funds.
01:12 Two former Senate presidents have said,
01:15 Senator Grilon and Senator Pimentel,
01:18 that the transfer of funds from the OVP to the OVP is illegal and unconstitutional.
01:26 Duterte also criticized party leader Representative Franz Castro
01:29 because of his remarks on the 2022 confidential funds of the OVP.
01:33 You took out words in the law and you interpreted it this way.

02:12 Rep. Castro said earlier that they are stating the truth about the confidential funds of the OVP.
02:18 The public has the right to know how the OVP spent the P125 million within just 11 days.
02:26 But what are those confidential funds for?
02:29 According to Joint Circular No. 2015-01 of the Commission on Audit,
02:33 the confidential funds are funds of the civilian government agencies
02:36 for their surveillance activities that will support their mandates.
02:40 It is different from the intelligence funds,
02:42 which are funds for the dissemination of intelligence information
02:45 by uniformed military personnel and intelligence practitioners
02:49 that have a direct effect on national security.
02:52 This year, the budget for confidential and intelligence funds
02:55 of various government agencies is 10 billion pesos.
02:59 For the next year, this is also the amount requested.
03:03 The OVP has the largest amount of 2.25 billion pesos in confidential funds.
03:09 Aside from the 2.31 billion pesos of intelligence funds.
03:14 But based on the data distributed by GMI Integrated News Research,
03:17 the number of civilian agencies that are requesting confidential funds has increased.
03:22 From 21 agencies in 2016,
03:24 there are already 28 agencies that are requesting confidential funds in the 2024 budget.
03:29 In the past, confidential funds were only passed on to the Office of the President
03:35 because they need confidential funds for special pet projects.
03:40 Because the Office of the President is the assumption there,
03:43 supervision of all the agencies of the government.
03:46 So they have their own flagship programs.
03:50 Dr. Maria Fe Mendoza of UP National College of Public Administration and Governance said
03:55 that the time has changed regarding the need and expenditure of confidential funds.
04:00 That's why it is likely that more are asking for it.
04:03 Now, they have seen that national security is not only peace and order
04:07 or our problem with defense or with terrorists.
04:12 If not, food security is also included.
04:15 COA is still auditing it.
04:17 But unlike the regular budget, COA cannot say where it was used.
04:21 When you ask, they will give you data that we cannot disclose because it is confidential.
04:27 According to experts, if the law is based,
04:30 it is difficult to counter the need for confidential funds of government agencies
04:34 if they say they need it to fulfill their mandate.
04:38 But it is hoped that instead of a program where the expenditure cannot be known,
04:43 they will give it to the agencies directly to help the citizens.
04:48 We should really allocate the intelligence funds to the intelligence agencies
04:52 so that they can use it more.
