00:00 On visiting Australia's Ambassador Hy Kyeong Yoo at GMA Network,
00:03 he discussed the opening of their country to Filipinos who want to study or work there.
00:09 He also highlighted the bilateral military exercises of the Philippines and Australia
00:14 that were held amidst the issues in the West Philippine Sea.
00:17 We have first news from Vicky Morales.
00:24 The Indo-Pacific Endeavor 2023 was held today.
00:31 The first bilateral military exercises between the Philippines and Australia
00:33 were held by Australian Ambassador to the Philippines H K Yoo
00:37 in an exclusive interview with GMA Integrated News.
00:40 A bilateral program with the Philippines is really the centerpiece of this flagship activity.
00:48 We will be carrying out probably the biggest and most complex and certainly first amphibious exercise
00:57 that we have engaged in with the Philippines.
01:01 And this will involve 1,200 Australian military personnel and around 700 AFP personnel.
01:11 I think this coming year we will be having around 160, more than 160 joint exercises and activities with the Philippines.
01:21 So you can imagine there will be many more things coming up even after the IPE23 is completed.
01:29 This is one of the next military exercises held in the Philippines
01:34 amidst China's harassment of the West Philippine Sea.
01:39 But China asserts that exercises in the region must not conflict or interfere in South China Sea disputes.
01:47 What's your reaction to this?
01:48 Well, this is where the rules-based order is so important.
01:52 When the international law makes a decision on those disputes,
01:58 then it is all our responsibility to adhere to that.
02:03 To not challenge it, but to adhere to it.
02:06 So to the extent that the arbitral award made very, very clear what part of the West Philippine Sea really,
02:17 well, I mean really, I think the rule was that the whole West Philippine Sea is within the EUZ of the Philippines,
02:25 then it is actually upon all of us to respect the decisions that are made under international law.
02:34 But China does not even recognize this, the arbitral ruling.
02:38 And I think that is the biggest problem that we are facing.
02:42 When China Coast Guard unleashed their water cannons against Philippine vessels at the Ewing and Shoal,
02:48 you call this dangerous and destabilizing.
02:50 Australia's position on this has been constant.
02:53 And we have always mentioned that this is a very important international waterway,
03:00 not just for the Philippines, but for the world.
03:03 And in an environment like this, we believe that UNCLOS provides the rules and guidelines
03:12 about how countries should be actually operating in this very important part of the world.
03:18 And what we saw with the water cannon was really against all of the rules-based order that we want to live in.
03:26 So if the Philippines decides to elevate this continued harassment of China to the UN General Assembly,
03:32 can the Philippines count on Australia's support?
03:34 Australia always supports international law and rules-based order.
03:38 So anything that is done to promote that, of course Australia will be supportive of that.
03:44 I also discussed in my interview the ongoing Code of Conduct in the South China Sea.
03:50 This is the agreement that will determine the direction of the Philippines, China,
03:58 and other countries that have territories in the South China Sea.
04:03 Although Australia is not a part of the negotiations for the Code of Conduct in the West Philippine Sea,
04:09 they are also interested in this.
04:12 What Australia wants to see through the Code of Conduct negotiation
04:17 is to ensure that whatever is agreed does not disadvantage those that were not part of that conversation,
04:27 that it actually still is in line with international law and rules-based order.
04:33 Australia has a separate agreement with the United Kingdom and the United States
04:38 called AUKUS, which is based in an open and free Indo-Pacific region.
04:44 The main objective of AUKUS is for those three countries, in particular the US and UK,
04:51 helping Australia acquire nuclear-powered submarines, but with conventional weapons.
04:59 And that's a very important point to make.
05:02 How will this impact the Philippines, AUKUS?
05:05 We believe that what we are doing here through AUKUS,
05:09 which is for Australia to acquire nuclear-powered submarines,
05:13 will help the Philippines in terms of keeping the region safe.
05:18 We believe Australia being armed with nuclear submarines
05:25 will ensure that we actually help with that deterrence effect for the whole region.
05:30 There's also talks of a joint patrol with Australia and other allies as well.
05:36 Could that possibly happen this year?
05:38 When my Deputy Prime Minister and Minister for Defence was here in the Philippines in February,
05:44 he had a very good conversation with the then Secretary Galvez
05:49 about the possibility of doing joint patrols.
05:53 And I think it's fair to say the conversation between our departments,
05:56 defence departments, are progressing very well.
06:00 Aside from the situation in the West Philippine Sea,
06:02 I also asked Yu about Australia's investments in the Philippines
06:07 and possible opportunities for Filipinos who want to go to Australia.
06:12 I think the trade and investment, it was a little bit underdone.
06:16 So we've really put a lot of effort in ensuring we really maximise
06:22 the cooperation in this very important area.
06:25 This is not just about Australia wanting to sell our things to the Philippines
06:29 or wanting just the Philippines' investment into Australia.
06:33 For Australia, it is just as important that we get more Philippine products going into Australia
06:39 and we get more Australian businesses investing in the Philippines.
06:44 How welcoming is Australia for Filipinos, let's say, who want to study or work there?
06:49 Very welcoming.
06:50 You just have to look at me to see how multicultural Australia is
06:55 and that's something that I'm really, really proud of, being an Australian.
06:59 And we have excellent skills worker migration programs
07:04 which welcome people with the right skills that our country needs
07:09 to come and become part of the vibrant multicultural society that is Australia.
