Buoys can help protect Tubbataha reef - expert

MANILA, Philippines -- Buoys can make a big difference in preventing another grounding in the Tubbataha Reef. But aside from that, a foreign ship captain familiar with the reef says park rangers need a lot of help in protecting the marine sanctuary.
